The 5G networks are broadly characterized by three unique features: ubiquitous connectivity, extremely low latency, and very high-speed data transfer. The 5G networks would provide novel architectures and technologies beyond state-of-the-art architectures and technologies. In this paper, our intent is to find an answer to the question: “what will be done by 5G and how?” We investigate and discuss serious limitations of the fourth generation (4G) cellular networks and corresponding new features of 5G networks. We identify challenges in 5G networks, new technologies for 5G networks, and present a comparative study of the proposed architectures that can be categorized on the basis of energy-efficiency, network hierarchy, and network types. Interestingly, the implementation issues, e.g., interference, QoS, handoff, security-privacy, channel access, and load balancing, hugely effect the realization of 5G networks. Furthermore, our illustrations highlight the feasibility of these models through an evaluation of existing real-experiments and testbeds.

Abstract
Non-Orthogonal Multiple Access (NOMA) helps to overcome various difficulties in future technology wireless communications. NOMA, when utilized with millimeter wave multiple-input multiple-output (MIMO) systems, channel estimation becomes extremely difficult. For reaping the benefits of the NOMA and mm-Wave combination, effective channel estimation is required. In this paper, we propose an enhanced particle swarm optimization based long short-term memory estimator network (PSOLSTMEstNet), which is a neural network model that can be employed to forecast the bandwidth required in the mm-Wave MIMO network. The prime advantage of the LSTM is that it has the capability of dynamically adapting to the functioning pattern of fluctuating channel state. The LSTM stage with adaptive coding and modulation enhances the BER.PSO algorithm is employed to optimize input weights of LSTM network. The modified algorithm splits the power by channel condition of every single user. Participants will be first sorted into distinct groups depending upon respective channel conditions, using a hybrid beamforming approach. The network characteristics are fine-estimated using PSO-LSTMEstNet after a rough approximation of channels parameters derived from the received data.

Refineries Limited); is one of the largest and most integrated refineries in
south India producing fuel products, lubricants and Petrochemical feed

CPCL's product range is wide and varied; providing fuel like Petrol, Diesel,
Kerosene, LPG, ATF, Bitumen and Lube base stocks. Our company also
provides high quality feedstock's for other industries like Propylene,
Superior Kerosene, Butylenes, Naphtha, Paraffin Wax and Sulphur.
CPCL unit configuration is spread across wide area and has many control
rooms housing latest DCS and other Advanced Control and monitoring
systems. CPCL implemented fast Ethernet LAN many years back, covering
all control rooms and all other buildings within the refinery. At present up-
gradation of LAN to Gigabit is under progress. CPCL also well established
Web based integrated Real time Process Information Network (PIN) to
monitor all Process Units through Intranet.
CPCL intends to implement state of the art CCTV system with DVR
technology in some of the specified units/control rooms for surveillance.
Scope of the project is briefly listed below:
1. Supply and Installation of state of the art, hi resolution, day and night,
colour Camaras with PTZ facility
2. Supply and installation of Receiver units Supply and installation of
High end DVRs with 1 TB storage facility.
3. Interfacing all DVRs from different locations to LAN/PIN to view all

GENERAL
A. Scope
1. This Specification, together with the data sheets attached herewith,
covers the requirements for the Design, Materials supply, Nameplate
marking, Testing, Inspection, Shipping, Installation and Commissioning
of the Close Circuit Television (CCTV).
2. The related Standards referred to herein and mentioned below shall be of
the latest edition prior to the date of purchaser’s enquiry.
IS-2147 Degree of Protection provided by Enclosures for low
Voltage Switchgear and Control Gears.
IS-2148 Flame proof Enclosures for Electrical Apparatus.
IEC-529 Classification of degree of protection provided by
Enclosures.
IEC-79 Electrical Apparatus for Explosive Gas Atmospheres.

3. In the event of any conflict between this specification, data sheets, related
standards, codes etc, the vendor should refer the matter to the purchaser
for clarification and only after obtaining the same should proceed with
the manufacture of the items in question.
4. Purchaser’s data sheets indicate the minimum requirements of Camera,
Lens, Digital Video Recorder (DVR), Pan & Tilt unit, Monitoring unit
etc. However, this does not absolve the vendor of the responsibility for
proper selection with respect to the following:

B. Bids
1. Vendor’s quotation shall include a detailed specification sheet for each
item providing all the details regarding type, construction, power supply
requirements, etc., of a Close Circuit Television System and its
accessories.
2. Following data MUST be furnished by vendor in their offer:
a) Maximum and minimum viewable distance.
b) Maximum tilt or pan angle possible.
c) Voltage and frequency variation.
d) Pan and tilt speed.
e) Interconnecting cable specifications.
3. Vendor shall provide detailed dimensional and sectional drawings
including mounting details for all the units offered. All dimensions shall
be in millimeters.
4. The offer shall also include a block–diagram showing all units with
model numbers and interconnecting cabling with size and type indicated.
5. Vendor shall furnish certificate for weatherproof housing for offered
system from statutory authority along with the offer.
6. Vendor shall furnish a list summing up all the deviations, if any, from the
purchaser’s data sheets. Also vendor should provide reasons for these
deviations wherever possible.
7. Vendor shall enclose catalogues giving detailed technical specifications
and their technical information for the items covered in the bid.

8. Vendor’s quotation, catalogues, drawings and maintenance manuals shall
be in English.
9. Vendor shall also quote for the following: -
a) 10% Mandatory hardware spares (Minimum one item each type as
offered for this tender). The mandatory spares shall include Camera,
Zoom lens, Pan and tilt unit, DVR, Client Machine, Command
receiver, Video Amplifier.
b) Commissioning tools and special tools like digital Multi meter (4
nos.), earth megger, line tester, electrical portable hand drilling
machine, Crimping Tools and Maintenance tool kits, tool box (4
nos.) having screw driver set, spanners and allen key , etc.
c) Annual Maintenance Contract (AMC) for three years (year wise
break-up required), which will be used after expiring the warranty
period. Vendor has to depute engineer for preventive maintenance
(four visits per annum) for preventive maintenance. Further vendor
shall quote rate for emergency visit on Man-day basis for emergency
problems. Based on the actual duration, payment will be made.
CPCL will maintain spares as per vendor recommendation.
C. Design & Construction
1. Power Supply
The control system, monitors, camera video recorders and other critical
components of the CCTV system shall be connected to the plant’s
Power Supply system: 110V AC +or- 10%, (50 Hz + or - 3Hz).
2. Degree of protection
The minimum enclosure protection degree for the system components shall
be in accordance with IEC 529 as follows.
- Outdoor IP 65 minimum
- Indoor GENERAL PURPOSE.
- Panels with open door IP20 (Live parts shielded)

1. Control panels monitors and all peripherals will be installed in air-
conditioned rooms. Cameras will be installed outdoors where conditions
apply as per site and utility data. Integrated camera with Pan and Tilt unit
will not be accepted.
2. The flame protection type of the electrical materials shall be in
accordance with the area classification and conform to IS: 5571. When
certain materials require to be of a particular type of protection, this will
be specified in the requisition.
3. Zone classification, gas group and temperature class shall comply with
the requisition.
4. All materials installed inside a hazardous area shall have a certificate of
conformity or a declaration of compliance issued by the appropriate
authority.
D. General Requirements
1. The system shall include all hardware, wiring, cabinets, materials and
application software for fully functional system as defined in the
requisition.
2. Components shall be of industrial quality. Consumer electronics is not
allowed.

F. Service
1. Training
Supplier is required to provide training on system operation and
maintenance for 3 engineers and 6 Technicians at owner’s site. Vendor shall
provide necessary training manual and instruction manual.
2. Installation and Commissioning
Supplier is required to install and commission the total system as per the
technical specification and the drawing 1,2 3,4 and 5. Cable laying is also in
the vendor scope. Owner shall provide cable tray and assistance to open and
close cable trench. Vendor has to lay all the cable from the field to control
room and within control room. The routine of the cable will be discussed
during detailed engineering.
G. Inspection and Testing
1. Vendor shall submit the following test certificates and test reports for
purchaser’s review:
a. Performance test report.
b. Certificates form a statutory body for Weather Proof (IP 65)
enclosures.
c. Dimensional drawing.
d. System architecture
2. Factory Acceptance Test (FAT)
Vendor shall test and demonstrate integrity of the system hardware and
software at vendor’s site. No material or equipment shall be transported until

all required tests are successfully completed and certified 'Ready for
Shipment' by the owner deputed officials. Factory Acceptance Test shall be
carried out in the presence of the Owner. Vendor shall furnish standard FAT
procedure at least four weeks in advance for owner comments and
acceptance. Vendor shall intimate exact date of FAT at least two weeks in
advance.
Following tests/checks shall be carried out as a minimum.
a. Physical dimensional checks and workmanship
b. Performance testing of all individual system and integrated system.
c. Review of all certificates and test reports as indicated in this
specification.
H. Site Acceptance Test
The following site acceptance will be carried out as a minimum:
a. System Architecture Performance
b. Functional test of all individual and integrated components of the
system.
Note: The detailed Site Acceptance procedure will be provided during the
detailed engineering of the system.
I. Warranty
Vendor shall provide full warranty for the complete CCTV system (All
hardware and software supplied under this tender) and shall be fully
responsible in respect of proper design, quality and operation of the

commissioning. Vendor shall include four periodically visit per annum for
preventive maintenance of the system during warranty period.
Vendor shall quote items required for fulfilling the warranty requirement
other than mandatory spares as given in specification of this tender. Vendor
shall extend all technical assistance and support during warranty period for

J. Annual Maintenance Contract (AMC)
Vendor shall offer Annual Maintenance Contract (AMC) for a period of
three years. The offer shall be year wise for three years. The AMC will come
in to force after expiry of the warranty period. Owner shall maintain the
spare parts as suggested by the vendor. Vendor shall make four preventive
maintenance visit per annum and shall extend technical support to maintain
the system (Hardware as well as software). Further vendor shall quote rate
for emergency visit on Man-day basis for emergency problems. Based on the
actual duration, payment will be made.
K. Mandatory Spares
Vendor shall offer 10 % mandatory hardware spares. The mandatory spares
shall include Camera, Zoom lens, Pan and tilt unit, DVR, Client Machine,
Command receiver, Video Amplifier.
L. Test tools
Vendor shall supply 5 nos. of digital Multimeters (3 1/2 digit) of reputed
make. Vendor shall supply 5 nos. of portable tool kit consisting of all types
of screwdrivers, spanners, crimping tools, tester etc.
M. Rejection
Vendor shall make his offer in detail with respect to every item of the
purchaser’s specification. Any other not confirming fully to this shall be
summarily rejected.

CCTV system will be used for general plant view from monitors installed in
Control Room.
2. System Description
This inquiry is intended to procure and install Cameras with features like
PAN, TILT, ZOOM, PRESET (Minimum 32) for security surveillance and
connecting group of cameras through Digital Video Recorders (DVRs) in
the various control room as per attached drawing (Drawing No. 1,2,3,4 and
5). These DVRs are in turn connected to the existing CPCL LAN Network
to provide global viewing of these Cameras across the plant.
For continuous monitoring during Day / Night, it is required to install the
Cameras which can work under very low light and change the mode from
Colour to B/W. The cameras will be mounted in safe place and it shall be
able to withstand harsh environment of refinery (IP 65 enclosures).
Vendor shall select the suitable cables for video signal, Pan, Tilt and Zoom
control based on the configuration shown in the attached drawings 1,2,3,4
and 5. Vendor has to provide technical catalog and other details to
substantiate cable selection. Wherever distance is more, it shall be preferred
to use optical cables only.
