Crisis Risk Communication and Public Perception during COVID19 Pandemic
The rapidly spreading coronavirus has literary brought the whole world to a halt, leaving a trail
of untold misery and apprehension in many communities around the globe. The initial outbreak
of the novel coronavirus pandemic can be traced to a sea food market in Wuhan in central China.
Right from the onset there has been conflicting reports as to the ways of preventing the spread
of the disease. For example, it was made mandatory for everyone in China to wear face masks
while many authorities in the west argued that protective clothing like masks must be left to
medical personnel who need them most.
Shortly after the outbreak of the disease China imposed strict lockdown measures in Wuhan and
the entire Hubei province and many other countries implemented similar decisive measures to
slow down the spread of COVID19.
However, many health experts argue that although governments around the world are shutting
borders and restricting travel and trade – COVID19 will continue to spread if there is no proper
communication on how to mitigate the spread of the virus.
In a crisis situation like the COVID19 pandemic, the importance of risk communication cannot be
over emphasized. Risk communication seeks to change people’s behavior by raising awareness
of an impending or current danger thereby influencing their perception of risk.
Evidence shows that when measures being put in place to mitigate a crisis are well understood
by the public and when communication is being channeled through trusted and accessible
channels – people will have no problem complying with the given measures which will help to
protect themselves and their families.
Unfortunately, in the fight against the spread of COVID19, there has been stories of some
governments failing to provide protective kit to those treating coronavirus patients and to make
matters worse there has been confusion over safety guidelines – some health experts claim that
COVID19 is an Airborne disease while the World Health organization (WHO) reports that there is
no sufficient evidence to back this claim.
In a serious crisis like this people are usually stressed and are likely to respond emotionally,
governments should therefore strive to build public trust as failing to do so can cause neglect or
resistance to important government actions such as imposing of lock downs and allowing trade
of essential goods and services.
No matter how well information is disseminated by authorities, their communication will not be
effective unless the government can be trusted, otherwise this can be a recipe for rumors and
misinformation.
Misinformation also arise as a result of the amplification or attenuation of risk perception by the
general public. Unlike scientists and experts who recognize risk based on scientific evidence, the
general population tends to have more fear and perceive more risk than the actual risk itself as
such they actively seek to confirm, qualify or explain the messages that they receive from other
sources or past experiences.
This scenario creates a proliferation of misconceptions and anxieties, on one hand public health
officials use a mix of communication channels to disseminate messages about COVID19 outbreak
while on the other hand individuals use social media to spread misinformation at a massive scale
across geographical and time barriers.
Today social media is overloaded with false and misleading medical advice, some people believe
that children are immune to coronavirus and the only way to get tested is by donating blood,
others suggest that gargling warm water and vinegar will protect them against the virus while
others claim that coronavirus cannot survive in warm weather.
Furthermore, some conspiracy theorists with large followers on social media claim that the virus
is part of a “Biological warfare” between China and the united states.
Misinformation like this can lead people to fail to act on warnings from authorities or to take
wrong action as was the case during Hurricane Katarina were some people resisted evacuation.
Models of crisis and risk communication suggests that understanding risk perceptions is critical
for an effective and appropriate crisis response. Governments should come up with ways of
identifying and engaging social influencers catalyzing negative reactions on social media and
devise interventions to quell rumors and social anxiety.
During a crisis like the COVID19 pandemic, clear, consistent and concise communication can stop
rumors and curb the spread of the disease. These messages must be reassuring and must be
repeated to give hope to the public who are usually distressed during a crisis like this one.
The World Health organization recommends a people first language when talking about
coronavirus where certain words like suspected case or self-isolation or any other negative words
must be avoided to prevent stigma and negative attitudes towards victims.
Stigma can create wide spread fear or dehumanize those who have the disease thereby driving
them away from getting screened, tested or quarantined.
Crisis risk communication messages should also be understood by everyone; recent research
shows that people with low literacy levels tend to think in more concrete terms and have limited
vocabulary, and are less able to interpret new terminologies and expressions.
For crisis and risk communicators this finding reinforces the need for pictures and graphics to
illustrate recommended preventive actions against COVID19.
Coronavirus prevention messages must be adequately disseminated to be effective; in today’s
highly saturated media markets, effective communication campaigns must be comprehensive,
using multiple channels for communication to increase their impact.
Recent studies suggest that more and more people are dependent on the media as their major
source of information; as such, working with the media to communicate information about
COVID19 is of paramount importance during this pandemic.
However, some news media have been criticized for publishing inaccurate, sensationalized or
misleading stories that are not backed by facts.
In addressing this concern governments and risk communicators can make use of media
monitoring to understand what different stakeholder groups need to know and what is being
reported by the media and whether this is accurate or misleading. This exercise should be
extended to social media, blogs and online forums on popular websites related to COVID19
communication.
Message testing with the target audience will also help evaluate message features that can affect
the effectiveness of messages in crisis communication to specific publics during and after a health
crisis such as the current COVID19.
In conclusion, it is important to realize that coronavirus is going to be with us for a long time and
that there is no cure or vaccine yet. In the meantime, the focus of COVID19 communication
should be on available prevention measures.
It is also important for people to realize that they are susceptible and that taking certain actions
will help them reduce their susceptibility. In this case governments and risk communicators must
devise messages which are relatable and extends beyond the washing of hands and social
distancing and start sharing real life stories of people in their communities. There is always a
sense of physical and psychological distance attached to stories of tragedies happening in other
regions of the world but when people start realizing that the virus is spreading in their
communities that’s when the message of prevention will finally sink in and people will begin to
change their behaviors.

Crisis risk communication and public perception during covid19 pandemic

  • 1. Crisis Risk Communication and Public Perception during COVID19 Pandemic The rapidly spreading coronavirus has literary brought the whole world to a halt, leaving a trail of untold misery and apprehension in many communities around the globe. The initial outbreak of the novel coronavirus pandemic can be traced to a sea food market in Wuhan in central China. Right from the onset there has been conflicting reports as to the ways of preventing the spread of the disease. For example, it was made mandatory for everyone in China to wear face masks while many authorities in the west argued that protective clothing like masks must be left to medical personnel who need them most. Shortly after the outbreak of the disease China imposed strict lockdown measures in Wuhan and the entire Hubei province and many other countries implemented similar decisive measures to slow down the spread of COVID19. However, many health experts argue that although governments around the world are shutting borders and restricting travel and trade – COVID19 will continue to spread if there is no proper communication on how to mitigate the spread of the virus.
  • 2. In a crisis situation like the COVID19 pandemic, the importance of risk communication cannot be over emphasized. Risk communication seeks to change people’s behavior by raising awareness of an impending or current danger thereby influencing their perception of risk. Evidence shows that when measures being put in place to mitigate a crisis are well understood by the public and when communication is being channeled through trusted and accessible channels – people will have no problem complying with the given measures which will help to protect themselves and their families. Unfortunately, in the fight against the spread of COVID19, there has been stories of some governments failing to provide protective kit to those treating coronavirus patients and to make matters worse there has been confusion over safety guidelines – some health experts claim that COVID19 is an Airborne disease while the World Health organization (WHO) reports that there is no sufficient evidence to back this claim. In a serious crisis like this people are usually stressed and are likely to respond emotionally, governments should therefore strive to build public trust as failing to do so can cause neglect or resistance to important government actions such as imposing of lock downs and allowing trade of essential goods and services. No matter how well information is disseminated by authorities, their communication will not be effective unless the government can be trusted, otherwise this can be a recipe for rumors and misinformation. Misinformation also arise as a result of the amplification or attenuation of risk perception by the general public. Unlike scientists and experts who recognize risk based on scientific evidence, the general population tends to have more fear and perceive more risk than the actual risk itself as such they actively seek to confirm, qualify or explain the messages that they receive from other sources or past experiences. This scenario creates a proliferation of misconceptions and anxieties, on one hand public health officials use a mix of communication channels to disseminate messages about COVID19 outbreak while on the other hand individuals use social media to spread misinformation at a massive scale across geographical and time barriers. Today social media is overloaded with false and misleading medical advice, some people believe that children are immune to coronavirus and the only way to get tested is by donating blood, others suggest that gargling warm water and vinegar will protect them against the virus while others claim that coronavirus cannot survive in warm weather.
  • 3. Furthermore, some conspiracy theorists with large followers on social media claim that the virus is part of a “Biological warfare” between China and the united states. Misinformation like this can lead people to fail to act on warnings from authorities or to take wrong action as was the case during Hurricane Katarina were some people resisted evacuation. Models of crisis and risk communication suggests that understanding risk perceptions is critical for an effective and appropriate crisis response. Governments should come up with ways of identifying and engaging social influencers catalyzing negative reactions on social media and devise interventions to quell rumors and social anxiety. During a crisis like the COVID19 pandemic, clear, consistent and concise communication can stop rumors and curb the spread of the disease. These messages must be reassuring and must be repeated to give hope to the public who are usually distressed during a crisis like this one. The World Health organization recommends a people first language when talking about coronavirus where certain words like suspected case or self-isolation or any other negative words must be avoided to prevent stigma and negative attitudes towards victims. Stigma can create wide spread fear or dehumanize those who have the disease thereby driving them away from getting screened, tested or quarantined. Crisis risk communication messages should also be understood by everyone; recent research shows that people with low literacy levels tend to think in more concrete terms and have limited vocabulary, and are less able to interpret new terminologies and expressions. For crisis and risk communicators this finding reinforces the need for pictures and graphics to illustrate recommended preventive actions against COVID19. Coronavirus prevention messages must be adequately disseminated to be effective; in today’s highly saturated media markets, effective communication campaigns must be comprehensive, using multiple channels for communication to increase their impact. Recent studies suggest that more and more people are dependent on the media as their major source of information; as such, working with the media to communicate information about COVID19 is of paramount importance during this pandemic. However, some news media have been criticized for publishing inaccurate, sensationalized or misleading stories that are not backed by facts.

In addressing this concern governments and risk communicators can make use of media monitoring to understand what different stakeholder groups need to know and what is being reported by the media and whether this is accurate or misleading. This exercise should be extended to social media, blogs and online forums on popular websites related to COVID19 communication. Message testing with the target audience will also help evaluate message features that can affect the effectiveness of messages in crisis communication to specific publics during and after a health crisis such as the current COVID19. In conclusion, it is important to realize that coronavirus is going to be with us for a long time and that there is no cure or vaccine yet. In the meantime, the focus of COVID19 communication should be on available prevention measures. It is also important for people to realize that they are susceptible and that taking certain actions will help them reduce their susceptibility. In this case governments and risk communicators must devise messages which are relatable and extends beyond the washing of hands and social distancing and start sharing real life stories of people in their communities. There is always a sense of physical and psychological distance attached to stories of tragedies happening in other regions of the world but when people start realizing that the virus is spreading in their communities that’s when the message of prevention will finally sink in and people will begin to change their behaviors.
