The Process of Involving Citizens in the Planning of Green Cities, Gisela WAC...Global Risk Forum GRFDavos
This document discusses involving citizens in planning for green and resilient cities. It presents three examples of "green conflicts" around flood risks, renewable energy projects, and urban green planning. It argues that citizen participation is important to include different perspectives, improve decision making, and increase trust and acceptance of projects. Early and meaningful participation that incorporates both expert and citizen values can help address conflicts and lead to more sustainable outcomes. The document provides guidance on structuring effective participation processes.

This document summarizes a presentation on developing a multi-objective goal programming model for locating emergency shelters during disasters. It discusses factors to consider in shelter site selection like terrain, infrastructure, and proximity. A model is proposed with objectives of maximizing site suitability weights, minimizing distances for households and number of sites. Constraints include capacity, demand, utilization and proximity. The model formulation and sample results demonstrating shelter site and household allocations under scenarios are presented. The work contributes to more resilient disaster planning through integrated shelter location optimization.
Untangling the Drivers of Disaster Resilience Developing a Context, Capacity ...Global Risk Forum GRFDavos
The document presents a framework called the Context Capacity and Performance Model of Local Government Disaster Risk Reduction (DRR). It aims to understand the drivers and barriers to DRR action by local governments. The model hypothesizes relationships between the context local governments operate in, their capacities for DRR, and their performance and action. An expert survey was conducted to validate the model and found experts had varying opinions, with context and capacity seen as equally influential, and all capacities viewed as similarly important, though financial capacity was overestimated and policy context was underestimated. More research is needed, including broader expert and local government surveys, and case studies applying the model.

The International Disaster and Risk Conference 2017 was held in Sendai, Japan, five years after the 2011 Great East Japan Earthquake. The conference focused on Japan's restoration efforts since the earthquake and discussed strategies from the 2015 UN World Conference on Disaster Risk Reduction. It also highlighted Sendai's natural scenery, activities, and cuisine.
The document discusses capacity development for disaster risk reduction at the national and local levels. It explores strengths and weaknesses of current DRR capacity development efforts, and presents UNITAR's contribution through a new K4Resilience hub initiative. The initiative aims to strengthen DRR capacity development at national and sub-national levels by transferring knowledge and technology, advocating for positive change, achieving economies of scale in training, and facilitating peer-to-peer learning and mainstreaming of knowledge through strategies at the national and sub-national levels.

It holds symposia, workshops, and other events on topics like flash floods, earthquakes, and geohazards. Notable upcoming events include the Third Global Summit of Research Institutes for Disaster Risk Reduction in 2017. GADRI's goals are to establish collaborative research initiatives, form international working groups, and disseminate findings to influence disaster policy.

1) The document analyzes data from surveys of Syrian refugees in Turkey to understand their choices regarding returning to Syria, staying in Turkey, or migrating elsewhere.
2) It finds that as the duration of living as a refugee increases, the probability of returning to Syria decreases significantly, while the likelihood of migrating to another country increases.
3) Refugees who experienced greater damage, losses, or deaths due to the war in Syria are less likely to return and more likely to migrate internationally in search of asylum.

This document summarizes a presentation given at the 6th International Disaster and Risk Conference in Davos, Switzerland. The presentation examined the capacity of communities in Chile to cope with natural disasters, using a case study of the town of El Morro. An ethnographic study was conducted in El Morro for 6 months, using interviews, observation, and document analysis. The study found that social and cultural capacities like local knowledge, sense of community, cooperation and leadership were essential for community resilience in responding to disasters. Communities have the potential to transform from victims to survivors through activating their own resources.

This document summarizes a presentation on integrative risk assessment and management for residential recycled water schemes in Australia. It introduces residential recycled water schemes and their objectives to reduce potable water demand, effluent discharge, and stormwater runoff. It then shows that few schemes in Australia have been successful long-term. Through historical analysis and industry surveys, it identifies key risks to schemes' long-term viability like public health concerns, economic challenges, and regulatory issues. The presentation argues current risk assessment and management practices have limitations like poorly defined objectives and an independent approach that does not consider time and context adequately. Improved integrative risk management is needed for resilient recycled water schemes.

The document discusses factors that increase disaster vulnerability in Sierra Leone and may impact its economic sustainability following the Ebola outbreak. It analyzes 77 sources to identify key themes like education, poverty, health, corruption, and economic impacts. Sierra Leone has experienced civil conflict, epidemics, floods, landslides and other natural disasters. Poverty is widespread, hampering disaster resilience and economic growth. The analysis found correlations between these issues and calls for integrated disaster risk management and strengthened cooperation between organizations working in Sierra Leone.
Adapting Mass Casualty Response In An Era Of Increased Active Shooter Inciden...Global Risk Forum GRFDavos
Brad Keating presented on adapting mass casualty response to increasing active shooter incidents. He discussed establishing integrated entry teams of law enforcement and medical personnel to rapidly enter warm zones to perform triage and lifesaving interventions. Current triage methods have low accuracy rates, so a simplified two-step model was proposed. Preparation through integrated training of all responding agencies and a unified command structure was emphasized to allow for the most effective response and reduce mortality rates from delayed entry.

This document summarizes a study on barriers to considering uncertainties and controversies in urban flood risk governance in Quy Nhon, Vietnam in the context of climate change. The study examined three flood management projects and found poor consideration of uncertainties and limited stakeholder participation. Barriers identified by decision-makers like lack of information and funding masked deeper issues like the influence of private interests and lack of accountability. The study suggests barriers are rooted in issues of governance and political arrangements, and managing flood risk requires addressing uncertainties politically rather than just technically. Overcoming barriers requires a systemic approach that considers their complex and interconnected nature.

The document presents a seismic risk assessment model for a hospital's emergency department (ED). The model includes physical, functional, and patient-oriented submodels linked together. The physical submodel uses structural analysis to determine floor accelerations and drift from ground motions. The functional submodel assesses loss of functionality to examination and operating rooms. The patient-oriented submodel models patient flow through the ED and calculates performance indices based on waiting times. The full model is used to predict ED performance in an earthquake scenario and provide a seismic risk analysis framework.

The document discusses concepts related to ensuring a safe, secure, and sustainable energy supply. It introduces the concepts of risk assessment, resilience management, security of supply, sustainability, and multi-criteria decision analysis. It then presents a case study from the EU SECURE project that used these concepts to evaluate policy scenarios according to various environmental, economic, social, and security indicators. The study found that global climate policy scenarios generally performed best, though they were vulnerable to certain shocks like nuclear accidents or carbon capture failures. Overall policies that reduced fossil fuel use and led to greater diversification of energy sources and imports improved sustainability and security.

Conclusions
• Important to understand the context
• NY/NJ : Disaster exposure affected risk perceptions
Inadequate recovery facilitated relocation
Other stressors contributed
• Norfolk: Storm surge risk high but SLR hazard higher
Regional partnership – cohesive efforts
Living with water innovation
• Neighbourhood level profile dictates responses
• Impact on the locality
