KEY QUESTIONS
1. Why do we care about making knowledge work?
2. How do we actually know whether knowledge
works? Is there just one way for knowledge to work or
are there several? Does knowledge that works need
to be a different kind of knowledge?
3. How can specific forms of knowledge be fostered?
4. How do knowledge users access, absorb and use
knowledge? What is or should be the role of
knowledge users in knowledge production?
5. Are new mechanisms required to connect knowledge
producers and users? Do we need new spaces of
dialogue, discussion, exchange, or new
intermediaries?

This document summarizes a presentation given at the 6th International Disaster and Risk Conference in Davos, Switzerland. The presentation examined the capacity of communities in Chile to cope with natural disasters, using a case study of the town of El Morro. An ethnographic study was conducted in El Morro for 6 months, using interviews, observation, and document analysis. The study found that social and cultural capacities like local knowledge, sense of community, cooperation and leadership were essential for community resilience in responding to disasters. Communities have the potential to transform from victims to survivors through activating their own resources.

1) Barcelona has worked to build resilience over the past 30 years through its response to crises, infrastructure planning, and cooperation between public and private groups. 2) Key mayors such as Pascual Maragall, Joan Clos, Jordi Hereu, and Xavier Trias have emphasized building resilience through projects improving infrastructure and social services. 3) Barcelona has developed tools and strategies to assess and manage resilience, including its Resilience Board, Situation Room, and HAZUR methodology employed in other cities to establish resilience offices.
