This document summarizes the development of a drought risk management scheme as a decision support system. The project involved partners from Poland, Lithuania, and Romania. This document summarizes the development of a drought risk management scheme by a partnership between organizations in Poland, Lithuania, and Romania from 2013 to 2015. The project developed frameworks and guidance for monitoring drought indicators, assessing drought hazards and impacts, and developing decision support systems for drought risk management. Final outputs included methods for assessing drought vulnerability and hazard, a framework for drought risk management, and recommendations for an operational drought management system in the Odra River basin. The Expert Group on Disaster-related Statistics in Asia and the Pacific was formed to improve disaster risk reduction statistics through sharing best practices and pilot studies. The group is drafting a Disaster-related Statistics Framework to address the need for standardized and harmonized methods for collecting and reporting data on disaster risks, occurrences, and impacts. The framework is being tested in several countries and the group will finalize documentation, case studies, and recommendations before presenting a version 1.0 of the framework for review and concluding its work in 2018.

A partnership of funders invites applications for proposals to support networking of researchers from different disciplines relating to the topic of decision making under uncertainty. The theme of the call builds on a number of events held by the funding partners and Research Councils UK (RCUK).
There is a budget of up to Ā£750,000 to support this activity, and we expect to fund a maximum of two networks, which will include support for feasibility projects, for two years.
Proposals will need to consider & seek to involve a wide breadth of relevant communities and build on current RCUK funded activities (see Annex I for examples).
The purpose of this call is to develop & build widespread linkages between disciplines related to decision making under uncertainty and grow a multidisciplinary community in this space. The network(s) will be expected to work with user organisations (policy-makers, industry, and/or civil society organisations) to analyse real-world systems and identify where multi-disciplinary research can develop new approaches to improve decision-making under uncertainty.

We report the discovery of two quasars at a redshift of z = 6.05 in the process of merging. They were
serendipitously discovered from the deep multiband imaging data collected by the Hyper Suprime-Cam (HSC)
Subaru Strategic Program survey. The quasars, HSC J121503.42ā014858.7 (C1) and HSC J121503.55ā014859.3
(C2), both have luminous (>1043 erg sā1
) LyĪ± emission with a clear broad component (full width at half
maximum >1000 km sā1
). The rest-frame ultraviolet (UV) absolute magnitudes are M1450 = ā 23.106 Ā± 0.017
(C1) and ā22.662 Ā± 0.024 (C2). Our crude estimates of the black hole masses provide log 8.1 0. ( ) M M BH ļ„ = ļ± 3
in both sources. The two quasars are separated by 12 kpc in projected proper distance, bridged by a structure in the
rest-UV light suggesting that they are undergoing a merger. This pair is one of the most distant merging quasars
reported to date, providing crucial insight into galaxy and black hole build-up in the hierarchical structure
formation scenario. A companion paper will present the gas and dust properties captured by Atacama Large
Millimeter/submillimeter Array observations, which provide additional evidence for and detailed measurements of
the merger, and also demonstrate that the two sources are not gravitationally lensed images of a single quasar.

The growth of supermassive black holes is strongly linked to their galaxies. It has been shown that the population
mean black hole accretion rate (BHAR) primarily correlates with the galaxy stellar mass (MĆ„) and redshift for the
general galaxy population. This work aims to provide the best measurements of BHAR as a function of MĆ„ and
redshift over ranges of 109.5 < MĆ„ < 1012 Me and z < 4. We compile an unprecedentedly large sample with 8000
active galactic nuclei (AGNs) and 1.3 million normal galaxies from nine high-quality survey fields following a
wedding cake design. We further develop a semiparametric Bayesian method that can reasonably estimate BHAR
and the corresponding uncertainties, even for sparsely populated regions in the parameter space. BHAR is
constrained by X-ray surveys sampling the AGN accretion power and UV-to-infrared multiwavelength surveys
sampling the galaxy population. Our results can independently predict the X-ray luminosity function (XLF) from
the galaxy stellar mass function (SMF), and the prediction is consistent with the observed XLF. We also try adding
external constraints from the observed SMF and XLF. We further measure BHAR for star-forming and quiescent
galaxies and show that star-forming BHAR is generally larger than or at least comparable to the quiescent BHAR.

Magmatic iron-meteorite parent bodies are the earliest planetesimals in the Solar System,and they preserve information about conditions and planet-forming processes in thesolar nebula. In this study, we include comprehensive elemental compositions andfractional-crystallization modeling for iron meteorites from the cores of five differenti-ated asteroids from the inner Solar System. Together with previous results of metalliccores from the outer Solar System, we conclude that asteroidal cores from the outerSolar System have smaller sizes, elevated siderophile-element abundances, and simplercrystallization processes than those from the inner Solar System. These differences arerelated to the formation locations of the parent asteroids because the solar protoplane-tary disk varied in redox conditions, elemental distributions, and dynamics at differentheliocentric distances. Using highly siderophile-element data from iron meteorites, wereconstruct the distribution of calcium-aluminum-rich inclusions (CAIs) across theprotoplanetary disk within the first million years of Solar-System history. CAIs, the firstsolids to condense in the Solar System, formed close to the Sun. They were, however,concentrated within the outer disk and depleted within the inner disk. Future modelsof the structure and evolution of the protoplanetary disk should account for this dis-tribution pattern of CAIs.
