Evaluation of government strategies for
development
 Before the discovery of mineral in Botswana,
government heavily relied on Foreign Aid for its
economic development.
 However, the situation changed when diamonds
were discovered resulting in a tremendous
improvement of the economy, leading to the country
graduating from a very poor country to a middle-
income country which saw foreign aid gradually
dwindling
Evaluation of government strategies for
development cont.
 For a long time, the economy of Botswana relied heavily on
minerals as a result now the goal is to have a diversified
mineral sector and to use technology to enhance the efficiency
and competitiveness of mining and beneficiation activities.
 The government wishes to diversify the economy and to be led
by private sector.
 The attempt to diversify has not been successful. However,
recently the government has intensified its effort in pursuing
path towards diversification.
 The government has vigorously pursued tourism in many
forms and shapes.
 Wildlife tourism has expanded to include cultural,
photographic, motor racing and air show tourism.
Evaluation of government strategies for
development cont.
 The government strategy of attracting foreign direct
investment has yielded minimum desired results.
 It has not been easy for the government to recruit foreign
companies to start business in Botswana due to many factors.
 The size of the population of Botswana does not provide a
good market for the consumption of foreign goods.
 Botswana being a landlocked country has high transport cost
which discourages investors.
 It has been established that Botswana tax laws do not support
foreign investment.
 The tax rates are exorbitant.
 In other words it is difficult to establish business in Botswana
than elsewhere.
Evaluation of government strategies for
development cont
 Since independence the government of Botswana
embarked on a strategy of expanding educational
infrastructure in both primary and secondary education
in order to provide access to many students. However,
this was not without challenges. The mass building of
schools neglected the maintenance of these institutions
which got dilapidated with time. The number of learners
in class also increased resulting in high student-teacher
ratio which indirectly compromised the quality
performance. The type of education provided was mostly
for white-collar jobs hence deprived the country of
artisan who could have boosted local industries and
created self-employment.
Non-governmental organisations strategies for
development
 The Non-governmental organization have played a significant role in
promoting democracy, advocating for human rights and providing
humanitarian relief.
 In most cases NGOs adopted opposition as their strategy especially if there
is clear conflict between policy about to be implemented and interests
represented by NGOs.
 They believed that outright opposition may be more likely to get results
than trying to collaborate and hoping for agreed modifications.
 Usually they solicit for support from international organisations e.g.
Survival International, and this posed danger of different perceptions of an
issue from outside than within Botswana itself.
 They also adopted indirect campaigning for instance against capital
punishment though not successful due to the fact many batswana still see
death penalty as deterrent.
