What is the law enforcement officerโs role as a first-line service provider of mental health and crisis intervention?
DR. TELESCO: Well you know, when we were talking about Week One, we were saying that officers are agents of government, and when a police officer is sworn in, they take an oath and that oath is to protect and uphold the constitution of the United States and their particular state.
One of the things weโre also upholding is something called a social contract. This is power that the people give to the police in exchange for protection and service. Thus the tagline, that the police are there to protect and to serve. So we want to say about 80 percent of policing is service oriented. What that means is that nine times out of ten, a police officer is going to responding to things like past crimes, a person that is sick, a child is lost, all of these different things which are sort of non-crime related are actually opportunities for the law enforcement and the police to be service providers of not only mental health but also crisis intervention.
Host: What are some examples of service calls that involve mental health services and crisis intervention?
DR. TELESCO: Well, I have served as a lieutenant in the NYPD, and I did that for twenty years. This is anecdotal of course, but it is backed up by empirical evidence, which suggests that officers are responding to typical calls for service that are not everything that you kind of see in the media. You know, not everything that you see in film with various shootings or arrests, arresting the bad guy kind of things.
Most of the time, the typical call that a police officer responds to is something like someone who is sick, someone who is maybe exhibiting a mental illness, who is apparently mentally ill and may be a danger to themselves or others, a disaster situation, a motor vehicle accident where several people may have been injured and any people are in crisis.
You know, we used to have a saying in the police academy in New York that policing is actually hours of boredom and moments of terror. And so it may not be seen as exciting as something that you see in Hollywood, but the typical call for service is that of crisis interventionists, if you will, mental health service providers. And most people donโt see that role for law enforcement. They see law enforcement as, you know, getting involved in shootings or locking up the bad guys โ and we do that too. Thereโs no doubt that we do that too, but more often than not weโre responding to those kinds of calls where people are in need of our service either from a mental health perspective or from a crisis perspective.

What Makes a Good Police Officer?

We all get caught up in labeling and assigning titles to identify people who we may not understand instead of identifying them by their individual accomplishments. Humility is at the top of the list because in order for one to truly be humble, they must possess all the previous mentioned traits. These are traits that cannot be taught; they are ones that come from the heart and are forged into the spirit of a person through their upbringing and life experience.
Considering the Role and Responsibility of Power
It is logical that one would believe the above-mentioned traits that define a good person would also define a good police officer. This may not be the case as there is one component to this equation that is unique to a police officer that the average person does not have. That component is power. All people, no matter who they are, experience a change in their perspective. A person who does not possess all the good traits may have a perspective that is not in line with what is considered good.
A simple comparison is, in business and industry, the most a person with power can do is take another
personโs job away. Depending on the moral fiber of that industry boss, the abuse of their power may become easy for them and they may use that as a shortcut to get out of retraining someone or dealing with a complicated situation. The quick solution phenomenon of removing a person from a company as a matter of convenience rather than cause may result in the industry boss losing their moral compass, thus losing their compassion for others.
This phenomenon can also be present in persons who have enormous power, such as police officers. Police officers have the ability to take away a personโs freedom. The officer must keep their morality, humility, and compassion for others, and practice grace and mercy every day. Keeping these virtues at the forefront of their thinking demands that the officer employ a different manner of thinking and a lifestyle that upholds these virtues. They must know their job and the people they serve so well that they have the ability to know when their actions will affect someone.

Q. 1. Correctional employees are responsible for the functionality of the jail or prison in which they are assigned to.ย They are divided into two sections the security and the program section. On the security side they are responsible for the movement of all inmates and the day to day lives of the inmates. โIn this role, the security staff serves as a quasi-court system within the prison facility by hearing testimony related to the alleged violation, both from the inmate, as well as witnesses that might be correctional staff members or other inmatesโ (APUS). They are able to hand down punishments and infractions as they see and will offer disciplinary actions as needed. They are also responsible for the safety of the inmates as well. On the other side of the correctional role is the program role. They are responsible for rehab and re integrate these inmates back into society. They can pinpoint needs and make a plan to help them, this includes levels of security, what programs they can take and what will make them productive members of society. While these staff members encounter a variety of inmates and people they also have stress which adds to their daily life. They are in regular contact with inmates, some which can be violent and high risk inmates. They are held in ย the same conditions as the inmates and are subject to restricted access and sensitive information.
When people are held with those who are criminals in any capacity for long periods of time there is corruption that can happen in very different ways some minimal and some bigger. โThe level of compensation for staff working in many correctional agencies is not very high. Add to that the fact that these individuals are interacting on a regular basis with criminals that are willing to pay for assistance with smuggling in prohibited items and the temptation for officer corruption becomes highโ (APUS). While correctional officers should be held to a higher standard there are different levels of corruption that happens. Inmates knowing that lower wages are paid to staff members they are able to pay them money to do things such as smuggle goods into the prison, contraband such as cell phones, extra privileges within the prison like outside time, perhaps better jobs and extra perks for money. You will also see things where there is sexual relations amongst prisoners and staff members. Another would be prisoners who want to manipulate the guards by offering them money so they are able to injure other inmates, they are able to control things and get away with offences. Money seems to be the motivator to this, there is also the factor of possibly knowing one another which is why things like rings, tattoos and other personal identifiers are used in order to have the inmates not be able to blackmail officers or use that against them.
I think that training is the number one aid to the issue. Being able to identify as a supervisor if a guard is having too much contact wit.

In Europe, the impact and influence of organized crime within European Union has increased over the past fifteen years. Many non-European groups operate in Europe because it is a highly developed continent and has a high demand and money to provide illegal goods and services. Unlike other countries, these criminals do not specialize in anything specific, they operate by seeking opportunities where supply and demand warrant. In Asia, it is quite different. Corrupt governments and a geographical location between major drug producing regions place Asia at high risk for organized crime problems. One of the major issues/crimes in Asia, is kidnapping and human trafficking, and unfortunately many officials seen it as only smuggling and is not seen as a high priority in Asia, only because there was little to no coercion, the authorities do not take it seriously. Even though they agreed that the human trafficking was indeed organized, they did not believe it was a form of organized crime, because the operations were small in size. Fortunately, many countries saw organized crime as a real problem area and decided to establish different organizations to help combat organized crime and the groups who participate in these illegal activities. In 2003, the United Nations Convention against Transnational Organized Crime was implemented. In Canada, they opened an integrated operational center of the Combined Forces Special Enforcement Unit/Integrated National Security Enforcement, which permits many agencies to work together and share information which helps agencies take down transnational organized crime. In Japan, a joint effort launched by the government agencies and private citizens came way where they shut down shops that were not legitimate and replaced them with businesses that were.

Q. 1. Correctional employees are responsible for the functionality of the jail or prison in which they are assigned to.ย They are divided into two sections the security and the program section. On the security side they are responsible for the movement of all inmates and the day to day lives of the inmates. โIn this role, the security staff serves as a quasi-court system within the prison facility by hearing testimony related to the alleged violation, both from the inmate, as well as witnesses that might be correctional staff members or other inmatesโ (APUS). They are able to hand down punishments and infractions as they see and will offer disciplinary actions as needed. They are also responsible for the safety of the inmates as well. On the other side of the correctional role is the program role. They are responsible for rehab and re integrate these inmates back into society. They can pinpoint needs and make a plan to help them, this includes levels of security, what programs they can take and what will make them productive members of society. While these staff members encounter a variety of inmates and people they also have stress which adds to their daily life. They are in regular contact with inmates, some which can be violent and high risk inmates. They are held in ย the same conditions as the inmates and are subject to restricted access and sensitive information.
When people are held with those who are criminals in any capacity for long periods of time there is corruption that can happen in very different ways some minimal and some bigger. โThe level of compensation for staff working in many correctional agencies is not very high. Add to that the fact that these individuals are interacting on a regular basis with criminals that are willing to pay for assistance with smuggling in prohibited items and the temptation for officer corruption becomes highโ (APUS). While correctional officers should be held to a higher standard there are different levels of corruption that happens. Inmates knowing that lower wages are paid to staff members they are able to pay them money to do things such as smuggle goods into the prison, contraband such as cell phones, extra privileges within the prison like outside time, perhaps better jobs and extra perks for money. You will also see things where there is sexual relations amongst prisoners and staff members. Another would be prisoners who want to manipulate the guards by offering them money so they are able to injure other inmates, they are able to control things and get away with offences. Money seems to be the motivator to this, there is also the factor of possibly knowing one another which is why things like rings, tattoos and other personal identifiers are used in order to have the inmates not be able to blackmail officers or use that against them.

In Europe, the impact and influence of organized crime within European Union has increased over the past fifteen years. Many non-European groups operate in Europe because it is a highly developed continent and has a high demand and money to provide illegal goods and services. Unlike other countries, these criminals do not specialize in anything specific, they operate by seeking opportunities where supply and demand warrant. In Asia, it is quite different. Corrupt governments and a geographical location between major drug producing regions place Asia at high risk for organized crime problems. One of the major issues/crimes in Asia, is kidnapping and human trafficking, and unfortunately many officials seen it as only smuggling and is not seen as a high priority in Asia, only because there was little to no coercion, the authorities do not take it seriously. Even though they agreed that the human trafficking was indeed organized, they did not believe it was a form of organized crime, because the operations were small in size. Fortunately, many countries saw organized crime as a real problem area and decided to establish different organizations to help combat organized crime and the groups who participate in these illegal activities. In 2003, the United Nations Convention against Transnational Organized Crime was implemented. In Canada, they opened an integrated operational center of the Combined Forces Special Enforcement Unit/Integrated National Security Enforcement, which permits many agencies to work together and share information which helps agencies take down transnational organized crime. In Japan, a joint effort launched by the government agencies and private citizens came way where they shut down shops that were not legitimate and replaced them with businesses that were.

The usefulness of UDL to create inclusive learning experiences for the full array of diverse learners has been well documented in the literature, and there is now increasing scholarship examining the process of integrating UDL strategically across organisations. One concern, however, remains under-reported and under-researched. Much of the scholarship on UDL ironically remains while and Eurocentric. Even if UDL, as a discourse, considers the decolonization of the curriculum, it is abundantly clear that the research and advocacy related to UDL originates almost exclusively from the Global North and from a Euro-Caucasian authorship. It is argued that it is high time for the way UDL has been monopolized by Global North scholars and practitioners to be challenged. Voices discussing and framing UDL, from the Global South and Indigenous communities, must be amplified and showcased in order to rectify this glaring imbalance and contradiction.
This session represents an opportunity for the author to reflect on a volume he has just finished editing entitled Decolonizing UDL and to highlight and share insights into the key innovations, promising practices, and calls for change, originating from the Global South and Indigenous Communities, that have woven the canvas of this book. The session seeks to create a space for critical dialogue, for the challenging of existing power dynamics within the UDL scholarship, and for the emergence of transformative voices from underrepresented communities.
