RtI is entirely dependent on a strong core curriculum. The shape associated with RtI should be a diamond rather than a triangle to account for gifted learners. RtI should focus on meeting the needs of any student struggling in general education, not just those performing below grade level. Schools should design their own RtI system based on student needs rather than preset percentages. Universal screeners for RtI do not need to be standardized tests and can include local grades or standards-based measures. While growth is important, true success for RtI requires students to achieve "catch-up" growth. RtI has existed since the 1970s and is not a new initiative or solely a special education program.
