New report offers sobering view of the energy transition
Every year the Statistical Review of World Energy offers a behemoth of data on the state of the global energy market. This year’s findings highlight the world’s insatiable demand for energy and the need to speed up the pace of decarbonisation.
Here are our four main takeaways from this year’s report:
Fossil fuel consumption — and emissions — are at record highs
Countries burnt record amounts of oil and coal last year, sending global fossil fuel consumption and emissions to all-time highs, the Energy Institute reported. Oil demand grew 2.6 per cent, surpassing 100mn barrels per day for the first time.
Meanwhile, the share of fossil fuels in the energy mix declined slightly by half a percentage point, but still made up more than 81 per cent of consumption.

amending the City’s Code of Ordinances Chapter 2, Article III, Section 2-48

SUMMARY
An ordinance seeking to amend the actions of the Architectural Review Board (“ARB”) by
amending Chapter 2, Article III, Section 2-48 Architectural Review Board. The amendments
would allow for ARB recommendations to be made with a majority vote, clarifies the role of ARB
as a recommending body, and clarifies the actions City Council may take for an ARB
recommendation.
BACKGROUND INFORMATION
The Architectural Review Board (ARB) plays a critical role in support of development within the
City of Alamo Heights and providing recommendations to the City Council. Per Chapter 2, Article
III, Section 2-48 of the City’s Code of Ordinances, the goals and purposes of the ARB are to:
1. Promote orderly and harmonious development of the city
2. Encourage the attainment of the most desirable use of land and improvements
3. Enhance the desirability of living conditions in the city, and
4. Promote high aesthetic quality of development in the city
The ARB is composed of seven members and requires a quorum of at least four members for a
meeting and the affirmative vote of at least four members to approve a case.
Oversite of the Demolition Review process, outlined in Chapter 5, Article IX, is the main
component of the ARB’s responsibilities. This includes determination of Significance and
Compatibility of potential developments. Significant structures are those designed by a noted
architect, are listed as having historic significance by a historic agency or society, exhibit
characteristics of a distinct architectural style, belongs to a set of distinctive set of buildings, or are
a significant part of the fabric of the community. When determining compatibility, the ARB
considers the architectural design, scale, lot coverage, setbacks, roof pitch, and landscaping.
The ARB provides recommendations to the City Council that a project be approved, disapproved,
or approved with modifications.
POLICY ANALYSIS
The ARB hears an average of 46 cases annually, and in 2021, 50 cases were reviewed. With an
average lifespan of 40 years, most residences in Alamo Heights are nearing that milestone. The
number of redevelopment projects within the residential sector are anticipated to continue to
increase over the next few years. These increases only compound the important role ARB plays in
the redevelopment process and the importance of providing clear recommendations to City
Council in order to maintain the momentum for projects.
2. In coordination with the City Attorney, staff provides four options for amending the City’s Code
of Ordinances as it pertains to the Architectural Review Board:
1. Adjust voting requirements to a majority of voting members and alternates for all ARB
acts so that a clear recommendation moves forward to City Council.
2. Clarify that ARB shall make a recommendation to the City Council regarding the design
of a project.
3. Clarify that Council considers the ARB recommendation and may approve the project
recommendation, disapprove the project recommendation, or approve with modifications
to the project recommendation.
4. In reviewing the ARB recommendation, Council may not refer the application back to the
ARB, unless the applicant presents additional information that had not been considered by
ARB.
In addition to the options available for amending the actions of the ARB, staff provides the
following options for amending the procedure dictating the cases required to be presented to City
Council
1. Require cases involving multifamily and commercial properties to be heard by the ARB
and submit recommendation to City Council for full review
2. Require cases involving residential properties to be heard by City Council in the event 1.)
ARB does not approve a recommendation, 2.) ARB adopts recommendation that includes
measures to achieve greater compatibility, or 3) the vote on the ARB recommendation was
not unanimous.
3. Permits cases involving residential properties to be considered by City Council by way of
consent agenda in the event the ARB recommendation approves applicant project without
modifications and approved by unanimous vote.
Staff will update the Rules of Procedure Governing Architectural Review Board Meetings policy
to mirror any amendments Council elects to approve.
COORDINATION
Staff presented the proposed amendments to the April 19, 2022 meeting of the Architectural
Review Board. The ARB voted unanimously to recommend the proposed amendments. The City
Attorney and City Manager have reviewed the proposed amendments.
FISCAL IMPACT
There is no fiscal impact on the City.

AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF ALAMO
HEIGHTS, TEXAS, AMENDING THE ACTIONS OF THE
ARCHITECTURAL REVIEW BOARD BY AMENDING THE CITY’S
CODE OF ORDINANCES, CHAPTER 2, ARTICLE III, SECTION 2-48
ARCHITECTURAL REVIEW BOARD; REPEALING ALL PARTS OF
ORDINANCES IN CONFLICT; AND PROVIDING A SEVERABILITY
CLAUSE, AN OPEN MEETINGS CLAUSE, AND AN EFFECTIVE
DATE.
WHEREAS, the City of Alamo Heights is a Home Rule Municipality located in Bexar County,
Texas, established in accordance with provisions of its Charter, the Texas Constitution and
statutes, including the Texas Local Government Code; and
WHEREAS, the City of Alamo Heights (the "City") has previously set rules and review
procedures for the Architectural Review Board; and
WHEREAS, the City of Alamo Heights has determined there is a need to modify the procedures
to ensure timely decisions on applications are made and for the good governance of the City;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ALAMO HEIGHTS, TEXAS THAT:
SECTION 1. AMENDMENT 1. Chapter 2, Article III, Section 2-48 Architectural Review
Board is hereby amended to read as follows:
(a) Composition. There is created an architectural review board consisting of seven (7)
members who are residents and qualified voters of the city. Each member of
the architectural review board shall be appointed by the mayor and confirmed by the city
council, and shall serve for terms of two (2) years or until reappointed or replaced by action
of the mayor and city council. All acts of the architectural review board shall require the
affirmative vote of a majority of at least four (4) voting members/alternates in attendance,
a. A quorum for meetings shall be at least four (4) members/alternates. The architectural
review board shall have the powers and duties specified in this article and shall comply
with the procedures specified in this article. Two (2) alternate members may also be
appointed by the City Council to serve when one or more regular members are absent or
unable to fulfill their duties for a meeting or agenda item for consideration. Any such
participating/voting alternate be designated by the Chair at the start of the meeting or
agenda item. An alternate member serves for the same period as a regular member and is
subject to removal in the same manner as a regular member. A vacancy among
the alternate members is filled in the same manner as a vacancy among the regular
members.
SECTION 2. AMENDMENT 2. That Chapter 2, Article III, Section 2-48 Architectural
Review Board hereby amended to read as follows:

“(c) Procedures: The architectural review board shall meet at least monthly upon call (as
determined by need) and shall prescribe forms, applications, rules and regulations for the
conduct of its business. All meetings of the architectural review board shall be open to the
public.
At the time and place set for hearings, the board shall hear evidence for and against regarding
the applications. The board may continue hearings from time to time.
The architectural review board shall recommend make a recommendation to the city council
regarding that the design of a project. be approved, disapproved, or approved with
modifications, including the imposition of conditions by making findings in accordance with
the standards contained in this article and such additional standards as may be adopted and
published by the city council from time to time.
The city council shall consider the recommendation of the architectural review board as soon
as practicable after final recommendation of the architectural review board. The city council
may take one (1) of the following actions:
(1) Disapprove the project recommendation
(2) Approve the project recommendation
(3) Approve the project recommendation with modifications
(3) In its discretion, refer the application back to the architectural review board.
The architectural review board shall send a report not less than once a year to the city council
for the purpose of communicating the concerns of the board with respect to the city’s plans,
policies, ordinances and procedures as those affect the projects which the board reviews.
SECTION 3: Conflicting Ordinances or Resolutions. All resolutions or ordinances or parts
thereof conflicting or inconsistent with the provisions of this ordinance as adopted and amended
herein, are hereby REPEALED to the extent of such conflict. In the event of a conflict or
inconsistency between this ordinance and any other resolution, code or ordinance of the City, or
parts thereof, the terms and provisions of this ordinance shall govern.
SECTION 4: Severability. If any section, subsection, clause, phrase, or word of this ordinance
is declared unconstitutional or invalid for any purpose, the remainder of this ordinance shall not
be affected thereby and to this end the provisions of this ordinance are declared to be severable.
SECTION 5: Open Meetings. It is hereby officially found and determined that the meeting at
which this ordinance is passed was open to the public as required and that public notice of the
time, place, and purpose of said meeting was given as required by the Open Meetings Act.
SECTION 6: Effective Date. This ordinance shall be effective from and after its approval and
passage in accordance with the Texas Local Government Code and the city charter.
