This document discusses the concept of a housing crisis and argues that: 1) There is no clear quantitative measure of a "housing crisis" and current measures are inadequate. 2) Building subsidized housing units will not solve the underlying problem of high housing prices caused by inadequate supply due to excessive regulation. 3) To lower prices and help those in poverty struggling with rent, the solution is to reduce regulations restricting housing development to increase supply, and provide direct cash assistance to pay rent for those in need.
