Suburban poverty affects over 16.4 million people across the U.S. and is growing rapidly, significantly outpacing the growth rate of urban poverty over the last decade (64% vs. 29%). Experts suggest that the problem of suburban poverty is “the new normal.” While the basic needs of the poor in the suburbs are similar to those of the urban poor (e.g. education inequity, poor access to quality healthcare etc.), there are some critical systemic differences (e.g. limited transportation options, jurisdictional challenges etc.). These challenges are further exacerbated by the lack of awareness and understanding of the problem and
potential solutions.

The societal diffusion of information and communications technologies (ICTs) remains starkly uneven at all scales. It is in the contemporary city that this unevenness becomes most visible. In cities, clusters and enclaves of ‘superconnected’ people, rms and institutions often rest cheek-by-jowel with large numbers of people with non-existent or rudimentary access to communications technologies. In such a context, this paper has two objectives, reected in its two parts. The rst part of the paper seeks to demonstrate that dominant trends in ICT develop- ment are currently helping to support new extremes of social and geographical unevenness within and between human settlements and cities, in both the North and the South. The paper’s second part aims to explore the prospect that such stark ‘urban digital divides’ might be ameliorated through progressive and innovative policy initiatives which treat cities and electronic technologies in parallel. The Mumbai Mirror, January 8, 2010. A photograph shows a line of proud Mumbai police officers standing behind row upon row of what appear at first sight to be rusted machine guns (see fig. 1). But this is not one of the arms caches regularly unearthed to demonstrate the force’s effectiveness against the myriad terrorist networks that regularly target urban sites in contemporary India. Rather, the objects are water booster pumps, confiscated in a new campaign of dawn raids targeting “water theft” by slum dwellers in the Shivaji Nagar and
Govandi districts (see fig. 2 map below).
“Stealing Water to Earn a Few Bucks?” the headline reads. “Pay a Hefty
Price!” (Sathe 2010). The article details how the raids are being backed up by new legal moves to criminalize certain uses of water. Hundreds of people, arrested for installing and using the pumps, are to be prosecuted under draconian and nonbailable laws such as the Prevention of Damages to Public Property Act. All this activity is portrayed unproblematically as a heroic response to the threat that water theft in slums poses to the wider, formal, legitimate, and law-abiding city. “Pilferages, if not controlled,” writes the author, “could exhaust the potable water reserves before the next monsoon” (Sathe 2010).
Such statements tap into a mainstream discourse according to which recent poor monsoons have led to a major “water crisis” in Mumbai, necessitating radical, emergency measures to address widespread “water theft” or “water pilferage”— especially by the urban poor. What such discourses occlude, however, are the ways that current systems of urban water provision work to systematically dehydrate and profit from urban slum communities, while water wastage by the affluent and their preferred urban facilities goes unchecked.

Cultural Policy Observatory Ireland was delighted to host Dr. Peter Campbell on 23rd October 2018 at the Brian Friel Theatre. He presented findings from an upcoming publication, which considers this persistence and examines how ‘creativity’ has become entrenched within a range of discourses and practices, particularly since the turn of the century.

The New York City tech ecosystem includes 291,000 jobs
that are enabled by, produce, or facilitate technology. Tech
industries generate 58,000 tech jobs and 83,000 non-tech
jobs, while non-tech industries generate 150,000 tech jobs.
In total, New York City’s tech ecosystem employs 291,000
people or 7% of the 4.27 million people working in New
York City. To put this figure into context, the retail sector
employs 354,000 people or 8% of total workers, while
healthcare employs 665,000 people or 16% of total
workers.
From 2003 to 2013, the New York City tech ecosystem
added 45,000 jobs, growing faster than both total New
York City employment and total U.S. employment. The
New York City tech ecosystem grew from 246,000 jobs to
291,000 jobs, an increase of 18%. In comparison, over the
same period, employment increased by 12% in New York
City and 4% nationally.
The New York City tech ecosystem generates
approximately 541,000 jobs, $50.6 billion in annual
compensation, and $124.7 billion in annual output. Of the
541,000 total jobs, 291,000 are direct, and 250,000 jobs
are generated through multiplier effects. Together they
comprise 12.6% of New York City’s total workforce.
The New York City tech ecosystem includes more than just
highly-educated workers – up to 44% of jobs in the New
York City tech ecosystem do not require a Bachelor’s
degree. 128,000 jobs in the tech ecosystem do not require a
Bachelor’s degree, with 11,600 of those being tech jobs in
tech industries.
Workers in the New York City tech ecosystem earn 49%
more than the average City-wide hourly wage. The hourly
wage for the tech ecosystem is $39.50, while the average
City-wide wage is $26.50.
Jobs in the New York City tech ecosystem that do not
require Bachelor’s degrees pay 45% more in hourly
wages than jobs with the same educational requirements
in other industries. Tech ecosystem jobs that do not require
a Bachelor’s degree pay $27.75 per hour, while the
average City-wide hourly wage for a job with the same
educational attainment requirement is $19.00 per hour.
The New York City tech ecosystem generates over $5.6
billion in annual tax revenues to the City, representing
12.3% of the City’s 2013 tax revenue. $2.5 billion comes
from property taxes, $1.3 billion from personal income
taxes, $0.9 billion from sales and use taxes, and $0.9 billion
from corporation and business income taxes.
Indian cities will need to accommodate over 700 million new urban residents by 2030, requiring massive investments in housing, transportation, and other infrastructure. Current trends show supply falling far short of demand across all urban services. An estimated $1.2 trillion investment is needed to meet projected urban demand, requiring annual spending to ramp up to $90 billion by 2030. National abundance rather than scarcity can help address poverty, crime and other social issues by ensuring all citizens have access to necessary resources through efficient use of technology in areas like energy, housing, transportation and infrastructure planning.

The project, conducted with Christopher Berry, revealed that the dichotomy of "amenities versus jobs" that seems to dominate the current debate on the issue is misleading: the importance of human capital in today's economy means that both workers and firms are attracted to metropolitan areas with high concentrations of human capital, deployed in networks of knowledge-intensive industries, functions, and occupations.
