According to the actual needs through a survey of our members and businesses, today the
Vietnam Cotton and Spinning Association (VCOSA) is pleased to announce:
1. THE RELEASE SCHEDULE ADJUSTMENT FOR MONTHLY REPORT - DIGITAL VERSION OF
COTTON AND YARN STATISTIC NEWSLETTER (E-NEWSLETTER);
2. THE LAUNCH OF SPECIAL 4-COLOR PRINTED VERSION FOR VCOSA MEMBERS AND CLOSE
PARTNERS.
Details are as follows:
🔸 From June 2024, VCOSA will release the Monthly Report - Cotton and Yarn Statistics Newsletter
simultaneously in two versions: E-Newsletter and 4-color print;
🔸 The E-Newsletter will be sent via email and the 4-color print version will be sent via express
delivery. VCOSA always strives to ensure that you receive this exclusive internal newsletter
as quickly as possible to stay updated on the latest information and monthly cotton and yarn
statistical reports;
🔸 The release schedule of VCOSA’s monthly newsletter (both versions) will be sent on the last days
of each month (the old schedule was to be released on Last Tuesday of each month);
VCOSA sincerely thanks our esteemed members and partners for registering and enthusiastically
supporting the monthly newsletter issued by VCOSA over the past time.
VCOSA hopes that the adjustment of the release schedule and the addition of a special print
version will make it more convenient for you to access and refer to the information in the updated

NEWS OF THE MONTH
🔸 The Indian government is
considering measures to
boost domestic production
capabilities of manmade fibre
or synthetic yarns and fabrics
by offering subsidies and tax
incentives.
🔸 Denmark’s Ministry of
Environment is banning
clothing and shoes containing
PFAS (“Forever Chemicals”).
The ban takes effect July 1,
2025,withaone-yeartransition
period for businesses to find
PFAS-free alternatives.
🔸 The Mexican President has
signed a decree to impose
temporary import tariffs
of 5 to 50 percent on 544
commodities which includes
textiles, apparels, footwear,
wood, plastics, steel,
aluminum, etc. According to
the decree, textiles, apparels,
footwear and other products
will be subject to a temporary
import tariff of 35 percent and
will be valid for two years.
🔸 The Indonesian government
has decided to ease import
restriction regulations on
electronic products, footwear,
textiles, and numerous other
items. This move is aimed
at promptly addressing the
backlog of 26,000 imported
containers currently stranded
at the nation’s two largest
seaports.
🔸 Traces of banned Chinese
cotton were found in 19
percent of a sample of
merchandise selling at US
and global retailers in the
past year, a study showed,
highlighting the challenges
of complying with the US law
aimed at blocking imports of
cotton linked to forced labour
in China.
🔸 Global fashion brands and
retailers are being asked
to prohibit the use of
Turkmenistan cotton after a
new report has alleged state
employees were subjected to
forced labour during the 2023
harvest.
🔸 US apparel retailer Express Inc
has filed for bankruptcy and
is set to close over 100 of its
stores..
🔸 The Ministry of Finance has
just proposed to reduce the
Value Added Tax (VAT) by
2% for the second half of
2024. If approved by the
National Assembly, this
will be the fourth time the
Government has submitted to
the National Assembly a VAT
reduction. This demonstrates
flexibility, timeliness, and
the accompaniment of the
National Assembly with the
Government in promptly
resolving urgent solutions
to increase resilience for
businesses, people, and
support the economy in
overcoming difficulties.

The Nghe Tinh yarn factory project, specializing in producing
yarn for the garment industry, has been constructed in the Nam Hong
Industrial Cluster, Hong Linh Town (Ha Tinh province). Currently in
the final stages of completion, the plant is expected to commence
operations in the second quarter of 2024.

Tinh Provincial People’s
Committee, this project
is an investment by the
Nghe Tinh Yarn Joint
Stock Company. It aims
to produce OE (Open-
End) yarn for the garment
industry, with an annual
capacity of 18,720 tons and
a total investment capital of
VND 599.98 billion.
The project spans an
area of over 5.4 hectares
and is licensed to operate
for 50 years.
At present, the project
is actively engaged in the
installation of production
systems and technical
infrastructure. Once
operational, the plant
will supply high-quality
yarn products for export
markets. It is estimated to
contribute approximately
VND 35 billion to the annual
state budget and create
employment opportunities
for 200 workers, with
monthly incomes ranging
from VND 7 million to VND
12 million per person.

2. Monthly Import Statistics
I
n April 2024, the total import
value of the textile and garment
industry reached $2.47 billion,
an 8.9% increase compared to the
previous month.
Breaking it down by product,
volume of cotton imports
increased by 3.7%, while fiber &
yarn imports slightly decreased by
0.7% compared to March.
However, in terms of value,
both products saw an increase,
with cotton rising 8.6% and fiber &
yarn rising 5.1%. The import value
of other products also continued
to rise, such as fabric increasing by
12.6% and accessories increasing
by 3.3%.
The total import value for the
first four months reached $8.48
billion, a 12.6% increase compared
to the same period last year.
Volume of cotton imports
surged by 37.7%, fiber & yarn
imports also increased by 16.3%
compared to the same period the
previous year. The import value
of major products such as cotton
(+17.3%), fiber & yarn (+18.6%),
and accessories (+17.2%) all
increased.
According to preliminary
statistics from the General
Department of Customs, cotton
imports in April 2024 reached
132,900 tons, a 3.7% increase
compared to the previous month.
Meanwhile, fiber & yarn imports
in April reached 104,700 tons, a
slight 0.7% decrease compared to
the previous month.
In April, the import value of
products for textile and garment
industry increased significantly
compared to the previous month.
Specifically, the import value of
fiber & yarn reached $231.9 million,
up 5.1%; cotton imports reached
$270.8 million, up 8.6%; and imports
of accessories also increased by
3.3% to $631.3 million.
Additionally, the import value
of fabric rose sharply by 12.6% to
$1.34 billion.
