FMD affects cattle, buffaloes, pigs, sheep, goats and about
70 wildlife species

Seven types: O, A, C, Asia 1, SAT1, SAT2, SAT3
Jamal and Belsham, 2013
Indirect ELISA kits using
3AB3, 2C, 3D and 3ABC,
and a competitive ELISA
using 3ABC are used as
DIVA tests for FMD.
Sub-types of FMDV
• FMD serotype O : 8 genetically and geographically distinct
genotypes, called topotypes, based on VP1 coding sequence (Middle
East-South Asia (ME-SA), South–East Asia (SEA), Cathay,Indonesia-1,
Indonesia-2, East Africa, West Africa andEurope-South America
(Euro-SA). The first five are circulating in Asia, the dominant one is
ME-SA.
• Within the ME-SA topotype, a pandemic strain of FMDV, the PanAsia
lineage, spread vigorously.
• Serotype A has 26 genotypes based on> 15% difference in VP1
coding sequence, three most common topotypes are Asia, Europe-
South America (Euro-SA) and Africa.
• Serotype Asia 1, the least diverse one but have more than 7 lineages
and Sindh-08 is circulating in West Eurasian regions.
• The last reported outbreak due to serotype C was in Ethiopia during
2005 and serotype C viruses may no longer exist outside of
laboratories. Since 1996, type C outbreaks have not been recorded in
India.
FMD: Key features
• The incubation period is 2–14 days.
• Morbidity can reach 100% in susceptible
populations.
• Mortality is generally low in adult animals (1–
5%), but higher in young calves, lambs and piglets
(20% or higher).
• Case fatality rate (CFR) may reach up to 10%.
• High proportion (up to 50%) of animals infected
with FMDV can become “carriers”.

Transmission of FMD
• Direct contact: introduction of new animals carrying the virus
(saliva, milk, semen, etc.)
• Fomites: Contaminated pens, buildings or vehicles to house and
transport, contaminated clothing or footwear, equipment etc.
• Contaminated food/ feed and water: hay, feed, water, milk or
biologics.
• Air: aerosols transported from an infected place via air currents
• Accidental release of virus from a laboratory: Other than the
outbreak in the United Kingdom in 2007 all these accidents
occurred before 1991 but at many places (Tübingen, Germany, Maisons-
Alfort, France, and Pirbright, UK. An escape of FMD virus occurred at Plum Island, NY in the
early 1980s as a result of human error during construction work on site, resulted in an
outbreak in the Institute).
• Use of vaccines containing live virus due to production errors in
manufacture.

FMD Status
• Countries where the disease is endemic with no reliable information on the
disease status, are classified as in stage 0.
• To move from stage 0 to 1, a comprehensive study on the epidemiology of
FMD is required to be planned.
• No country in the West Eurasian region is now in stage 0.
• Stage 1 assists in identifying appropriate control options.
• Progression from stage 1 to 2 requires a risk based FMD control plan.
• To move from stage 2 to 3, an aggressive strategy to eliminate FMD needs to
be developed.
• Stage 3 have adopted a control plan to progressively reduce/eliminate virus
circulation in at least one region/production system and ensure maintenance
of sufficient herd immunity in critical populations to prevent FMD virus
circulation.
• Moving to stage 4 requires that FMD is controlled to an extent that it is not
endemic in domestic livestock. It indicate attaining OIE recognized FMD free
status with vaccination for the whole or part of the country.
• Up to stage 4 no culling but vaccination is required. Only duly quality
controlled vaccines are need to be released in market to not spoil the
progress made over the years.
• Stage 5 and above mean keeping of OIE FMD free status without
vaccination.

FMD-CP in India
The districts of India covered
under FMD-CP. Fifty four (54)
districts in which control
programme started in 2003–
2004 (Stage 3) are
marked red (dark). One hundred
and sixty seven (167) districts in
which the control programme
started in 2010–2011 (Stage 2)
are marked green and Rest of
India it started in 3rd phase of
FMD-CP. Expanded to 416
districts in 2015-16. Till 2019
only cattle and buffalo were
included.
Now (2019-34) whole India (733
districts) is covered under the
program to cover cattle,
buffaloes, sheep, goats and pigs.

scheme to control
livestock diseases,
especially foot and
mouth disease (FMD)
and brucellosis.
• The FMD Vaccine market will grow by $ 440.50 mn during 2020-2024.
Increase in vaccine failures will be one of the key restraint in the
market during the forecast period.

FMD Epidemic Control in Stage 4-5 countries
• Movement Control & Stamping out.
• Emergency Vaccination (Ring Vaccination to kill, in 3 km
radius). More effective if done within 2 weeks of first case
and good for cattle but not very effective for pigs. The study
in Japan indicated that the vaccination strategy reduced the
simulated median number of IPs by 22%, epidemic duration
by 64% and culling duration by 52%, but increased the total
number of infected or vaccinated premises subject to
culling by 144% compared with no vaccination

• In Japan (2000, https://pubmed.ncbi.nlm.nih.gov/11732412/) FMD was eradicated
without resorting to vaccination, through a campaign of
culling, movement control of cloven-hoofed animals in
areas surrounding infected premises, and intensive clinical
and serological surveillance.
Cost of FMD Epidemic Control
Japan 2010
• Duration of epidemic: 2.5 months
• Outbreaks: 292 farms
• Animal culled: 298,000 animals (Cattle 69,500;
Pig 228,000)
• Vaccination: 77,000 at 1,011 farms
• People: 158,500 people (Police 38,000; SDF
18,500)
• Indemnity for animal culled:
• Cost: 440million € (~3900 Crores)
Problems in FMD Control in India
• Lack of faith in farmers and veterinarians that FMD can be
controlled with vaccination (due to repeated failure of vaccines in
quality and vaccination failures resulting to FMD outbreaks).
• Lack of infrastructure facilities for maintaining cold chain and
efficient transport to vaccination site.
• Lack of human resources for handling/ vaccinating livestock.
• Needs for further researches on diagnosis (Pen-side), disinfection,
vaccines and vaccination (affording at least a year immunity, quality
vaccine etc.) and control strategies.
• No-timely investigation or excessively delayed investigation of FMD
outbreaks specially those occurring after vaccination.
• Transparency in vaccine quality monitoring and vaccine purchases.
• Fear in veterinarians for reporting FMD in their area of operation.
• False statistics of the disease and vaccination.
• No legal punitive action against suppliers of substandard FMD
vaccines even after supply of multiple substandard batches of
vaccine.

  • 2. FMD Virus Seven types: O, A, C, Asia 1, SAT1, SAT2, SAT3 Jamal and Belsham, 2013 Indirect ELISA kits using 3AB3, 2C, 3D and 3ABC, and a competitive ELISA using 3ABC are used as DIVA tests for FMD.
  • 3. Sub-types of FMDV • FMD serotype O : 8 genetically and geographically distinct genotypes, called topotypes, based on VP1 coding sequence (Middle East-South Asia (ME-SA), South–East Asia (SEA), Cathay,Indonesia-1, Indonesia-2, East Africa, West Africa andEurope-South America (Euro-SA). The first five are circulating in Asia, the dominant one is ME-SA. • Within the ME-SA topotype, a pandemic strain of FMDV, the PanAsia lineage, spread vigorously. • Serotype A has 26 genotypes based on> 15% difference in VP1 coding sequence, three most common topotypes are Asia, Europe- South America (Euro-SA) and Africa. • Serotype Asia 1, the least diverse one but have more than 7 lineages and Sindh-08 is circulating in West Eurasian regions. • The last reported outbreak due to serotype C was in Ethiopia during 2005 and serotype C viruses may no longer exist outside of laboratories. Since 1996, type C outbreaks have not been recorded in India.

FMD: Key features • The incubation period is 2–14 days. • Morbidity can reach 100% in susceptible populations. • Mortality is generally low in adult animals (1– 5%), but higher in young calves, lambs and piglets (20% or higher). • Case fatality rate (CFR) may reach up to 10%. • High proportion (up to 50%) of animals infected with FMDV can become “carriers”. https://www.oie.int/en/animal-health-in-the-world/animal-diseases/Foot-and-mouth- disease.

Transmission of FMD • Direct contact: introduction of new animals carrying the virus (saliva, milk, semen, etc.) • Fomites: Contaminated pens, buildings or vehicles to house and transport, contaminated clothing or footwear, equipment etc. • Contaminated food/ feed and water: hay, feed, water, milk or biologics. • Air: aerosols transported from an infected place via air currents • Accidental release of virus from a laboratory: Other than the outbreak in the United Kingdom in 2007 all these accidents occurred before 1991 but at many places (Tübingen, Germany, Maisons- Alfort, France, and Pirbright, UK. An escape of FMD virus occurred at Plum Island, NY in the early 1980s as a result of human error during construction work on site, resulted in an outbreak in the Institute). • Use of vaccines containing live virus due to production errors in manufacture.

FMD Status • Countries where the disease is endemic with no reliable information on the disease status, are classified as in stage 0. • To move from stage 0 to 1, a comprehensive study on the epidemiology of FMD is required to be planned. • No country in the West Eurasian region is now in stage 0. • Stage 1 assists in identifying appropriate control options. • Progression from stage 1 to 2 requires a risk based FMD control plan. • To move from stage 2 to 3, an aggressive strategy to eliminate FMD needs to be developed. • Stage 3 have adopted a control plan to progressively reduce/eliminate virus circulation in at least one region/production system and ensure maintenance of sufficient herd immunity in critical populations to prevent FMD virus circulation. • Moving to stage 4 requires that FMD is controlled to an extent that it is not endemic in domestic livestock. It indicate attaining OIE recognized FMD free status with vaccination for the whole or part of the country. • Up to stage 4 no culling but vaccination is required. Only duly quality controlled vaccines are need to be released in market to not spoil the progress made over the years. • Stage 5 and above mean keeping of OIE FMD free status without vaccination.

  • 11. FMD-CP in India The districts of India covered under FMD-CP. Fifty four (54) districts in which control programme started in 2003– 2004 (Stage 3) are marked red (dark). One hundred and sixty seven (167) districts in which the control programme started in 2010–2011 (Stage 2) are marked green and Rest of India it started in 3rd phase of FMD-CP. Expanded to 416 districts in 2015-16. Till 2019 only cattle and buffalo were included. Problems in FMD Control in India • Lack of faith in farmers and veterinarians that FMD can be controlled with vaccination (due to repeated failure of vaccines in quality and vaccination failures resulting to FMD outbreaks). • Lack of infrastructure facilities for maintaining cold chain and efficient transport to vaccination site. • Lack of human resources for handling/ vaccinating livestock. • Needs for further researches on diagnosis (Pen-side), disinfection, vaccines and vaccination (affording at least a year immunity, quality vaccine etc.) and control strategies. • No-timely investigation or excessively delayed investigation of FMD outbreaks specially those occurring after vaccination. • Transparency in vaccine quality monitoring and vaccine purchases. • Fear in veterinarians for reporting FMD in their area of operation. • False statistics of the disease and vaccination. • No legal punitive action against suppliers of substandard FMD vaccines even after supply of multiple substandard batches of vaccine.
