3) Why are you running for office?
Over the past few years I have experienced a sincere frustration with the direction of the country and
our local government. I had an awakening in the last couple of years with the 2016 election, Frisco
Tax Recall Election, and the Collin College Bond that has driven me to get involved. I had settled up
just getting more involved at the grassroots level to help out candidates at the muni and potentially
state level and this position presented itself as an answered prayer. As I was in the process of selling
my business, Judge Self, and then Chris Hill announced their intentions for their future. The skills
required of a commissioner I feel align with my capabilities as a business owner and an engineer by
education.
4) What are your Key Qualifications, that separate you from the other candidate(s)?
Attended the #1 Public University (West Point) after graduating valedictorian of my high school. I am
a military veteran.
Have 15 years in business development and contract negotiations in Telecom.
Started, grew, and sold a small business in the last five years. I am a proven successful entrepreneur
having grown my business to the largest in my franchise chain.
5) Will you accept monetary compensation for any activities outside of your office
compensation?
YES — I have an LLC that could have income in the process of selling my business. I have also a
rental and other investments that generate income. I plan at this point to continue to devote the
majority of my time to the County Commissioner’s job as I have during the campaigning process since
last June.
6) Term Limits: Will you sign a pledge to push for the implementation of Term Limits and how will
you make this a reality?
I believe that term limits bring fresh ideas and new people into government and helps keep from
having a political class. I have promised to not be in this job longer than ten years (this current half
term and two full terms).
7) RESIDENT TAX BURDEN
Collin County Residents are burdened with the 2nd Highest Total Property Tax Payments in the State
of Texas and Education represents over 60% of the Collin residential tax burden. Taxpayers will be
paying over $350 million over the next 25 years for the following stadiums:
▪ McKinney ($80 to $120 million)
▪ Prosper ($48 to $72 million)
▪ Allen ($60 to $90 million
▪ Frisco Memorial Stadium FISD portion ($15 to $22 million)
▪ Frisco Star Center FISD portion ($30 to $49 million)
Bond measures and Tax Increases have passed, largely because Texas legislators have enacted
regulations that allow:
▪ Corporations to contribute to PAC supporting ISD Tax Increase and Bond Measures
▪ ISD to pick favorable Election Dates and Voting Locations
▪ ISD’s to exploit confidential Parent Contact Information, Internal/Publicly funded
resources and personnel to create materials for “get out the vote” activities such as
Mailing, Phone Calls and Emails.
▪ Administrators to “encourage” teachers to contact parents about voting
▪ Administrators to use scare tactics to threaten to cut teachers and popular school
programs.
▪ ISD’s to erroneously blame “state funding cuts” to justify tax increases
▪ ISD’s to remove anti-PAC signs while allowing pro-PAC signs.
What are your thoughts and your plans to address these issues?
I plan on holding my vote to an effective tax rate. No additional county burden. I also am willing
with the right bills to go to Austin and testify on behalf of the county constituents in order to achieve
reform overall of the taxing system—this same taxing system that is driving people from their
homes. I would also be willing to testify against use of public tax dollars paying lobbyists to fight
for/against issues.
8) Roads & Infrastructure: The population of Collin County is exploding and our Roads, Bridges,
Drainage Systems & Infrastructure are strained. What are your specific plans to address to alleviate
traffic and infrastructure deficiencies?
We have to continue to push TxDOT and the North Texas COG to address these deficiencies. The
county is leading the way on this already with $38 million pulled from reserves in order to prevent a
slowdown in development of new highways and bridges in the area. I am for a specific plan being
developed and presented to citizens before any bond elections are undertaken. There has to be very
clear use for the bonds and not just a general plan that then goes off in a new direction.
9) RESIDENT TAX BURDEN: An important element of reducing the Tax Burden of homeowners
is attracting Corporate and Commercial Development – Do you believe that the State, County, ISD
and Municipalities should collaborate on Economic Development projects? How will you facilitate
this effort?
I believe that if the tax dollars are spent directly on infrastructure and you setup the environment to
be attractive that businesses will flock to the area. Just providing corporate welfare in the form of
EDC and CDC dollars is not productive. It redirects tax dollars that could be used on roads, for police,
etc. to make the area attractive on its own merits versus businesses having to be continually
influenced by tax dollars to come and then again to stay in place when the deal runs out.
I am happy to be a part of any effort to develop infrastructure on its own merits to attract business but
I am leery of EDC and CDC corporate welfare. To facilitate future development I would propose to
have regional precinct meetings of city managers, councilmen, and county officials to have
discussions on current needs that span multiple cities, to address best practices that can be shared to
reduce costs, and to get a better working relationship in general.
10) PROPERTY RIGHTS: What is your position statement on the following Property Rights:
(A) Municipal Annexations of Extraterritorial Jurisdiction (ETJ) AKA “Forced Annexation”.
If SB6 was not passed I would be against forced annexation. However, the new law gives property
owners a vote on their own destiny now which is appropriate. Cities are allowed to annex if they give
a compelling case to residents to grow and the residents vote to be included in the city.
(B) The use of the power of Eminent Domain to institute Condemnation Proceedings against the
Property Owners to seize property.
Eminent domain should be used only in the rarest of cases. It is something that usurps the ability to
pursue life, liberty and the pursuit of happiness. It takes something of sentimental value, and gives
someone a few dollars in exchange for a family farm, or a home where children took their first steps,
where people have lived their entire adult lives. The brute coercion involved is unacceptable unless
there is a true and absolute need or no other way around it. A rare case is someone keeping property
in the middle of a future reservoir or causing a pattern for a major highway is problematic and
impractical. However, every effort and option should be exhausted and then reviewed again before
eminent domain is used, and it should never be used solely to boost the tax base by taking residential
homes and selling those to commercial interests. This will come up again and again in the future years
as road infrastructure is expanded throughout the county and we all need to be involved in balancing
this so that the individual is not crushed under the state's power.
(C) Long Term Zoning and Multifamily Housing – should zoning be changed to limit multi-
family housing or other “undesirable” property usages?
Cities hold the power of zoning and this does not apply to county. When you start interfering in a
land owner’s rights to do with his property what he wishes to you are on a slippery slope. However,
cities have the ability to control develop through appropriate zoning and it would be my desire to see
limited multi family housing and stick to more single family homes in my city of McKinney. Multi-
family strains infrastructure and school systems with a disproportionate amount of taxable value
compared to the population increase.

Yes. YES / NO 3) Why are you running for office? Over the past few years I have experienced a sincere frustration with the direction of the country and our local government. I had an awakening in the last couple of years with the 2016 election, Frisco Tax Recall Election, and the Collin College Bond that has driven me to get involved. I had settled up just getting more involved at the grassroots level to help out candidates at the muni and potentially state level and this position presented itself as an answered prayer. As I was in the process of selling my business, Judge Self, and then Chris Hill announced their intentions for their future. The skills required of a commissioner I feel align with my capabilities as a business owner and an engineer by education. 4) What are your Key Qualifications, that separate you from the other candidate(s)? Attended the #1 Public University (West Point) after graduating valedictorian of my high school. I am a military veteran. Have 15 years in business development and contract negotiations in Telecom. Started, grew, and sold a small business in the last five years. I am a proven successful entrepreneur having grown my business to the largest in my franchise chain. 5) Will you accept monetary compensation for any activities outside of your office compensation? YES — I have an LLC that could have income in the process of selling my business. I have also a rental and other investments that generate income. I plan at this point to continue to devote the majority of my time to the County Commissioner’s job as I have during the campaigning process since last June. 6) Term Limits: Will you sign a pledge to push for the implementation of Term Limits and how will you make this a reality? I believe that term limits bring fresh ideas and new people into government and helps keep from having a political class. I have promised to not be in this job longer than ten years (this current half term and two full terms).
  • 2. 7) RESIDENT TAX BURDEN Collin County Residents are burdened with the 2nd Highest Total Property Tax Payments in the State of Texas and Education represents over 60% of the Collin residential tax burden. Taxpayers will be paying over $350 million over the next 25 years for the following stadiums: ▪ McKinney ($80 to $120 million) ▪ Prosper ($48 to $72 million) ▪ Allen ($60 to $90 million ▪ Frisco Memorial Stadium FISD portion ($15 to $22 million) ▪ Frisco Star Center FISD portion ($30 to $49 million) Bond measures and Tax Increases have passed, largely because Texas legislators have enacted regulations that allow: ▪ Corporations to contribute to PAC supporting ISD Tax Increase and Bond Measures ▪ ISD to pick favorable Election Dates and Voting Locations ▪ ISD’s to exploit confidential Parent Contact Information, Internal/Publicly funded resources and personnel to create materials for “get out the vote” activities such as Mailing, Phone Calls and Emails. ▪ Administrators to “encourage” teachers to contact parents about voting ▪ Administrators to use scare tactics to threaten to cut teachers and popular school programs. ▪ ISD’s to erroneously blame “state funding cuts” to justify tax increases ▪ ISD’s to remove anti-PAC signs while allowing pro-PAC signs. What are your thoughts and your plans to address these issues? I plan on holding my vote to an effective tax rate. No additional county burden. I also am willing with the right bills to go to Austin and testify on behalf of the county constituents in order to achieve reform overall of the taxing system—this same taxing system that is driving people from their homes. I would also be willing to testify against use of public tax dollars paying lobbyists to fight for/against issues. 8) Roads & Infrastructure: The population of Collin County is exploding and our Roads, Bridges, Drainage Systems & Infrastructure are strained. What are your specific plans to address to alleviate traffic and infrastructure deficiencies? We have to continue to push TxDOT and the North Texas COG to address these deficiencies. The county is leading the way on this already with $38 million pulled from reserves in order to prevent a slowdown in development of new highways and bridges in the area. I am for a specific plan being developed and presented to citizens before any bond elections are undertaken. There has to be very clear use for the bonds and not just a general plan that then goes off in a new direction. 9) RESIDENT TAX BURDEN: An important element of reducing the Tax Burden of homeowners is attracting Corporate and Commercial Development – Do you believe that the State, County, ISD and Municipalities should collaborate on Economic Development projects? How will you facilitate this effort? I believe that if the tax dollars are spent directly on infrastructure and you setup the environment to be attractive that businesses will flock to the area. Just providing corporate welfare in the form of EDC and CDC dollars is not productive. It redirects tax dollars that could be used on roads, for police, etc. to make the area attractive on its own merits versus businesses having to be continually influenced by tax dollars to come and then again to stay in place when the deal runs out.
  • 3. I am happy to be a part of any effort to develop infrastructure on its own merits to attract business but I am leery of EDC and CDC corporate welfare. To facilitate future development I would propose to have regional precinct meetings of city managers, councilmen, and county officials to have discussions on current needs that span multiple cities, to address best practices that can be shared to reduce costs, and to get a better working relationship in general. 10) PROPERTY RIGHTS: What is your position statement on the following Property Rights: (A) Municipal Annexations of Extraterritorial Jurisdiction (ETJ) AKA “Forced Annexation”. If SB6 was not passed I would be against forced annexation. However, the new law gives property owners a vote on their own destiny now which is appropriate. Cities are allowed to annex if they give a compelling case to residents to grow and the residents vote to be included in the city. (B) The use of the power of Eminent Domain to institute Condemnation Proceedings against the Property Owners to seize property. Eminent domain should be used only in the rarest of cases. It is something that usurps the ability to pursue life, liberty and the pursuit of happiness. It takes something of sentimental value, and gives someone a few dollars in exchange for a family farm, or a home where children took their first steps, where people have lived their entire adult lives. The brute coercion involved is unacceptable unless there is a true and absolute need or no other way around it. A rare case is someone keeping property in the middle of a future reservoir or causing a pattern for a major highway is problematic and impractical. However, every effort and option should be exhausted and then reviewed again before eminent domain is used, and it should never be used solely to boost the tax base by taking residential homes and selling those to commercial interests. This will come up again and again in the future years as road infrastructure is expanded throughout the county and we all need to be involved in balancing this so that the individual is not crushed under the state's power. (C) Long Term Zoning and Multifamily Housing – should zoning be changed to limit multi- family housing or other “undesirable” property usages? Cities hold the power of zoning and this does not apply to county. When you start interfering in a land owner’s rights to do with his property what he wishes to you are on a slippery slope. However, cities have the ability to control develop through appropriate zoning and it would be my desire to see limited multi family housing and stick to more single family homes in my city of McKinney. Multi- family strains infrastructure and school systems with a disproportionate amount of taxable value compared to the population increase.
