SOA is a methodology for designing business processes and reducing IT costs through reusable services that can communicate over a network, while SaaS is a software delivery model where applications are hosted remotely and accessed by users through a web browser. While services in a SOA can be deployed using a SaaS model, SOA focuses on reusability and loose coupling, and SaaS is simply a distribution model, so SOA is an architectural approach and SaaS is a way to deliver software applications.
