Appropriation acts provide authority for federal programs or agencies to incur obligations and make payments. When appropriations lapse, the result is what is commonly called a government shutdown. This presentation briefly describes various legislative proposals related to a shutdown, such as a recently enacted law that pays furloughed federal workers once a shutdown ends and a proposed bill that would keep funding government operations at their current rate during a shutdown.
This presentation highlights laws that have been enacted to address a lapse in appropriations, CBO’s cost estimates for some recently proposed legislation that would provide spending authority during such a lapse, and other proposals introduced in the 116th Congress that would provide spending authority when there is a lapse in appropriations.

The letter requests that Governor Inslee convene representatives from housing providers to provide advice on designing a rent relief distribution program for funds allocated by recent federal legislation. Bexar County received $79.6 million in federal relief funds and is offering cities within the county up to $55 per capita based on 2018 census data, which would provide Alamo Heights with a maximum of $472,615. The agreement requires the city to submit documentation of expenses to the Bexar County Auditor for approval and reimbursement.
CBO estimates that expected annual economic losses total $54 billion (adjusted to remove the effects of inflation) for most types of damage caused by storm surges, hurricane winds, and heavy precipitation. Expected annual federal spending in response to hurricane winds and storm-related flooding totals $17 billion.

The City of College Station is eligible to receive $6,434,890 in coronavirus relief funds from the Texas Department of Emergency Management. The funds must be used for necessary COVID-19 related expenditures incurred between March 1 and December 30, 2020. The city will work with Bryan and Brazos County to reimburse local businesses for required public health measures. The resolution authorizes the city manager to sign the application to receive an initial payment of $1,286,978, with 75% spent on medical, public health and payroll costs and the remainder on other eligible expenditures.

The Economic and Fiscal Update 2021 projects a lower budget deficit of $144.5 billion compared to the previous forecast of $154.7 billion. Inflation has skyrocketed to 7.6% in 2021, much higher than the 3.6% projected previously. While the economy has recovered and surpassed pre-pandemic job levels, inflation remains a major concern driven by global supply chain issues. The update allocates billions for continued COVID-19 response and Indigenous reconciliation but provides little information on long-term growth plans.

The April 13, 2020 Alamo Heights City Council meeting was held via teleconference due to COVID-19. The Council approved minutes from previous meetings, heard announcements including information on the 2020 Census, had no citizens sign up to speak, extended the local disaster declaration through April 30, accepted the FY2019 Comprehensive Annual Financial Report, designated a new boarding facility for impounded animals, postponed the May bond election to November 3 due to COVID-19, and delayed a planned water and sewer rate increase until July 1 to minimize economic impact from the pandemic.

The Great Depression was a worldwide economic crisis that began in 1929 and ended in 1939. It was caused by haphazard monetary policies and exacerbated by interventionist policies. The depression was made worse by the Federal Reserve lowering the money supply by 1/3. To combat the 2008 financial crisis and the COVID-19 pandemic, the US enacted large fiscal stimulus packages and the Federal Reserve pursued expansionary monetary policies to provide liquidity and stabilize markets. These policies sought to increase demand and support the flow of credit to alleviate the economic impacts of the crises.
Item # 4 - Local Health Authority Designationahcitycouncil
The Resolution authorizes the renewal of an existing Interlocal Agreement designating Dr. Chichi Junda Woo as the Public Health Authority for the City of Alamo Heights. It allows the city access to personnel and equipment from the Metropolitan Health District in the event of a disaster. The Interlocal Agreement between Bexar County cities designates Dr. Woo to serve as the Health Authority for those cities pursuant to state law.
The City of Alamo Heights issued General Obligation Refunding Bonds in 2020 to refinance outstanding debt from 2012 at lower interest rates, resulting in savings of $297,453 over the life of the bonds. The refunding transaction was completed in October 2020 and achieved even greater savings than initially projected. A presentation was made to the City Council providing the final results and savings from the successful bond refunding.
COVID-19 health care, first responder equipmentEducationNC
The State Board of Community Colleges is requested to approve the allocation of $5 million to support health care and first responder program equipment for each of the NC community colleges in response to the COVID-19 pandemic, with the exception of Cleveland Community College which received direct funding. The NC General Assembly appropriated these funds from the Coronavirus Relief Fund to be used by December 30, 2020 for expenditures related to the public health emergency. A table lists the proposed allocation amounts for each college totaling $5 million.
The Resolution authorizes the renewal of an existing Interlocal Agreement designating Dr. Chichi Junda Woo as the Public Health Authority for the City of Alamo Heights. The agreement allows the city access to personnel and equipment from the Metropolitan Health District in the event of a disaster. It also gives the Health Authority the ability to impose control measures to prevent the spread of communicable diseases. The agreement is renewed between Bexar County, San Antonio, and 25 other cities, and does not require additional fiscal impact from the city unless services are provided by the Health Authority.

2. SUMMARY
Bexar County has prepared an Interlocal Grant
Agreement, referred to as ILA, for Alamo Heights in
order for the City to seek reimbursement of eligible
Covid-19 expenses.
The deadline to submit the Resolution and ILA is July 1,
2020.
3. BACKGROUND
Bexar County has received federal funds for grant
distribution to suburban cities within Bexar County under
the Coronavirus Aid, Relief and Economic Security Act
2020, CARES Act, to facilitate protective measures for
and recovery from the public health emergency in areas
affected by Covid-19 which are Presidentially-declared
major disaster areas under Title IV of the Robert T.
Stafford Disaster Relief and Emergency Assistant Act
4. BACKGROUND
The Coronavirus Relief Fund was provided to federal, state and
local governments to offset unbudgeted expenses related to
responding to the Covid-19 pandemic.
Federal funds may only be used to:
cover costs that are necessary expenses incurred due to the public
health emergency with respect to the Coronavirus Disease 2019 and
were not accounted for in the budget and
were incurred during the period from March 1, 2020 and ends on
September 30, 2020.
The term for the grant agreement will terminate on October 30,
2020.
5. POLICY ANALYSIS
The Resolution and ILA to seek reimbursement for
eligible Covid-19 related expenses is a financially
sound practice.
This Resolution and ILA have been reviewed by the
City Attorney.
6. FINANCIAL
The Cares Act stipulated the U.S. Department of
Treasury would give funding directly to counties with a
population greater than 500,000 and Bexar County
has received $79,626,415.
The maximum amount that could be reimbursed to
Alamo Heights is $472,616 calculated as follows: $55
per capita using the 2018 Census population estimate,
8,593.
The total expenses so far are $32,765.
