Professional Services
• Consultant completes a TUL-9280
– 8 page standard form listing work experience type,
scope and fees (see example)
– Must be updated yearly with City Department to
receive LOI / SOQ letter (Letter of Intent / Statement
of Qualifications request for services)
– Signed form can be emailed

Professional Services
1. Request for LOI / SOQ is mailed to consultants with current TUL-
9280 applicable experience
2. Consultant replies to request for LOI/SOQ with multiple copies of
information by deadline
3. Copies of LOI/SOQs are distributed to City staff and user group
representatives and scored individually with numerical scores
based on criteria listed in letter
4. Scores are tallied and a firm or firms are then short-listed or chosen
based on highest score
5. The Professional Consulting Services Selection Committee
(PCSSC) makes selection(s)
6. Mayor approves selection by PCSSC
7. Consultant contract

Permitting Services: CCP
• File application for Code Compliance Process (CCP). A meeting will
be scheduled later (Wednesdays at 1:30pm).
• File when design is 35% to 65% complete.
• $350 Fee upfront but credited to final building permit fee when the
permit is issued.
• Attendees: architect and engineering staff familiar with design and
code parameters for project. Owner is welcome.
• Development Services will ask questions to identify key code
concepts and options to develop design. Not a review list.
• It is about collaboration toward code compliance, not what we can
get away with
• The more you share, the better it works. Usually.

Permitting Services
STEP BY STEP
1. Submit building permit/certificate of occupancy application form:

For commercial projects, form is titled:
Commercial Building, Zoning Clearance and Certificate of Occupancy
2. Application fee is due at submittal but credited toward final building

available in a booklet at Suite 450 (4th floor City Hall) Permit Center.

Permitting Services
3. Permit submittal includes signed and sealed plans: 2 sets of plans at
Permit Center (4 sets for food service.) Include specs/menu.
4. Legal description is checked in ADDRESSING. An address is
assigned prior to intake process. Currently Cindy, who sits in a
workstation next to permit submittal staff.
5. Write the CCP number on your building permit application.
6. Plans are reviewed by all applicable departments.

Permitting Services
8. Code deficiencies are mailed to applicant via a Letter of Deficiency
(LOD). The 3rd LOD is delivered at a meeting with Owner.
9. Respond fully to the LOD(s) along with revised drawings. The re-
submittal is submitted as REVISIONS to the permit application prior
to issuance of a permit. (Design changes AFTER issuance of
permit are submitted as ADDENDUM permit applications.)
10. Development Services will notify applicant when the permit is ready
for pickup.
11. Hours are 9:00am – 4:00pm.

• Section 104.1 General. … The building official
shall have the authority to render interpretations
and to adopt policies and procedures in order to
clarify the applications of its provisions. … Such
policies and procedures shall not have the effect
of waiving requirements specifically provided for
in this code.
• Section 113.2 Limitations on authority. …
The board shall have no authority to waive
requirements of this code.

Construction
Publicly - funded construction projects
• Required to be advertised for bid publicly with plans available for a
minimum of 21 days, 28 days is typical.
• Bids open every Friday morning at 9:00am at City Hall, 2nd floor
Council Chambers.
• Bidders must be prequalified as A, B, C, D, or S; or submit a
statement of bidders qualifications. Title 11 Chapter 11 of the City of
Tulsa Ordinances:
A - General
B - Building Construction
C - Paving and Bridge Construction
D - Utility Construction
S - General / Specialty Classification

• Plans, specs and electronic proposal are typically available in hard
copy for $50, by download through website, or in plan rooms –
Southwest Construction News and Bid News.
• A new set of projects are advertised in Tulsa Business & Legal
News, the Oklahoma Eagle and the website starting each Friday.
• Most projects have mandatory pre-bids

Equipment, Supplies & Services
Publicly funded purchases
• Title 6, Chapter 4 of the Tulsa Revised Ordinances
• All departments buy things through Purchasing Division:
• Forklifts, furniture, office supplies, audio visual equipment, refrigerators,
janitorial services, etc.
• Usually things that are delivered and installed by supplier, NOT a
general contractor.
