Freedom Caucus chair locked in tight race; GOP Rep. Tom Cole fends off challenger: Highlights

Rep. Bob Good, chair of the Freedom Caucus, and his Trump-backed Virginia GOP primary opponent were separated by just a few hundred votes Tuesday night.

  • GOP Rep. Bob Good of Virginia, chair of the hard-line House Freedom caucus, is locked in a tight primary battle with state Sen. John McGuire, who is backed by former President Donald Trump and former Speaker Kevin McCarthy.
  • Rep. Tom Cole of Oklahoma, chair of the powerful House Appropriations Committee, avoided a runoff and defeated a self-funding GOP primary challenger.
  • Eugene Vindman, a whistleblower during Trump's first impeachment, won the Democratic nomination for a competitive House race in Virginia.
  • Jan. 6 rioter Chuck Hand lost a GOP primary runoff for a House seat in Georgia.
  • Trump held a rally in Racine, Wisconsin, while President Joe Biden attended a fundraiser in Virginia with Bill and Hillary Clinton after announcing a new immigration executive action.

McGuire confident amid tight race against Good

McGuire expressed confidence that he will prevail in his close primary race against Good.

"This is a time where we need to come together because we still have a lot of work to do. I'm your Republican nominee but I'm not going to take it lightly," Good said at his election night party, according to a livestream from ABC13.

McGuire thanked Trump, who endorsed him, saying the former president is "a huge part of our win and I will not forget that."

NBC News has not projected a winner in the GOP primary in Virginia's 5th District.

Good urges supporters to 'keep the faith' amid primary nail-biter

Good urged his supporters to “keep the faith and don’t stop fighting now” in a post on X as the margin in his primary remains on a knife's edge.

Just a few hundred votes separate Good and McGuire.

"The entire DC Swamp was aligned against us with over $10 million in attack ads, but with your help we were able to make this race too close to call," Good wrote, touting his campaign's early voter operation.

"We are doing what we can to ensure we have teams of observers and legal counsel to ensure all the votes are properly counted in the coming days," Good wrote.

McGuire details Trump's effect on Virginia primary

McGuire told NBC News at a community concert in Powhatan on Friday that Trump’s endorsement has been helpful in his race against Good.

“I’ve had many people say ‘I don’t know anything about you, never met you before, but if Trump’s endorsing you, I’ve got you,’” McGuire said. “I believe with all that Trump has been through he has earned the right to call the shots and pick his team.”

Trump endorsed McGuire late last month, making a veiled reference to Good endorsing Florida Gov. Ron DeSantis in the GOP presidential primary. Good eventually backed Trump, but it wasn't enough to stop the former president from getting involved in the race.

After endorsing McGuire, Trump appeared in a TV ad for the state legislator. He also held a tele-rally for McGuire on Monday night, telling supporters, “John is running against Bob Good, who is not good. Despite his name, he’s very bad for Virginia.”

Good's primary is really close. Here's how a recount would work.

As Good’s primary race against McGuire comes down to a razor-thin margin, it could head to a recount.

If the difference between the candidates is less than 1%, the losing candidate may request a recount, according to Virginia state law. A petition for a recount must be filed within 10 days after the results are certified. The results of the recount are “not subject to appeal.”

Tim Kaine celebrates primary night on the harmonica

Without a primary challenge to worry about and after his Republican opponent for the fall was quickly determined, Virginia Democratic Sen. Tim Kaine took to the stage at a blues bar in Richmond.

A video posted on X by Virginia state Sen. Ghazala Hashmi shows Kaine playing harmonica with a live band. Kaine's affection for the harmonica has been a fixture of his time in the public life, and drew attention in particular when he was Hillary Clinton's running mate in 2016.

Good said his race is part of 'the Kevin McCarthy revenge tour'

Good, who is currently locked in a tight race with McGuire, told NBC News at a campaign event in Goochland on Friday that his primary "is more than just me versus my opponent."

"This race is about true, courageous conservative warriors in the Freedom Caucus versus the establishment, versus the status quo,” Good said before a campaign rally at a historic county courthouse.

Good also said his race is "the Kevin McCarthy revenge tour," referring to the former speaker who the Virginia congressman helped oust late last year. Outside groups tied to McCarthy allies have spent millions on the race, and the former California lawmaker has spoken with McGuire.

McCarthy "has devoted his life apparently to trying to exact some revenge on those he holds responsible for him not being Speaker, except himself. But the people of the 5th District are not going to be bought,” Good said.

Top ad-spending candidate falls short in tight Virginia Democratic House primary

Virginia state Del. Dan Helmer is projected to lose in the Democratic primary in 10th District to state Sen. Suhas Subramanyam despite holding a massive ad-spending advantage during the race.

About $7.3 million of the $9 million spent on the airwaves came from Helmer or one of the outside groups supporting him ($4.2 million from a super PAC tied to the cryptocurrency industry, $1.4 million from VoteVets and almost $1.7 million from Helmer’s campaign). Subramanyam, by comparison, spent about $710,000 on the airwaves.

It serves a reminder that while the best-funded candidate wins sometimes (see Vindman’s victory in Virginia’s 7th District), it doesn’t always turn out that way.

Suhas Subramanyam wins Democratic primary in Virginia's 10th District

State Sen. Suhas Subramanyam is projected to win the crowded and expensive Democratic primary in Virginia’s 10th District, NBC News projects.

Democratic Rep. Jennifer Wexton decided not to seek re-election to the seat after being diagnosed with a rare and serious condition called progressive supranuclear palsy. 

Subramanyam won Wexton’s endorsement, which helped separate him from a crowded field of well-funded Democrats that included state Del. Dan Helmer, former state Assembly Speaker Eileen Filler-Corn and former Defense Department official Krystle Kaul.

He'll be favored in the Washington, D.C., suburban district this fall against Republican businessman and lawyer Mike Clancy.

Republican Derrick Anderson wins primary in Virginia's 7th District

Former Green Beret Derrick Anderson has won the Republican primary in Virginia's 7th District, NBC News projects.

Anderson defeated former Navy SEAL Cameron Hamilton in a clash between the establishment and insurgent wings of the party. Anderson was backed by a super PAC tied to McCarthy and Republican megadonors, as well as House Speaker Mike Johnson. Hamilton was backed by a super PAC affiliated with Kentucky GOP Sen. Rand Paul.

Anderson will face Democrat Eugene Vindman, a key figure in Trump's first impeachment, in a battleground race in the fall.

Good's primary saw $14.6 million in ad spending

Good faced $7.5 million in attack ads during his primary, according to the ad tracking firm AdImpact. The bulk of that spending came from outside groups funded by GOP mega-donors and tied to McCarthy.

Good did get some backup, with outside groups supporting him spending $5.6 million on the race. They included groups tied to Club for Growth Action, the House Freedom Caucus and Kentucky GOP Sen. Rand Paul.

Good himself spent virtually no money (just $3,000) on ads, with campaign finance report showing his campaign focused more of its spending on mailers. State Sen. John McGuire's campaign, meanwhile, spent $1.5 million on the airwaves to get his message out to the sprawling 5th District.

Biden fundraiser with Clintons rakes in $8.1 million

Former Virginia Gov. Terry McAuliffe announced tonight that a fundraiser hosted at his home in McLean, Va., tonight had raised $8.1 million for President Joe Biden's re-election campaign.

The event featured Biden and the first lady along with former President Bill Clinton and former Secretary of State Hillary Clinton.

“The threat Trump poses in a second term will be greater than his first term,” Biden said, adding that Trump, whom he referred to as a "convicted felon," was making an "all out assault" on the justice system.

Bill Clinton praised Biden in his remarks, saying he "has earned the right to serve,” and that Democrats "have to win in Virginia."

Hillary Clinton, who was the Democratic nominee for president in 2016, pointedly criticized Trump.

“Donald Trump spends every day thinking about himself, thinking about getting even with people who have slighted him or stood up to him. He really is fixated on revenge," she said. "Why would you really want someone with that kind of lack of character in the Oval Office, someone who is more concerned about settling scores than securing our future?"

GOP Rep. Tom Cole fends off self-funding challenger in Oklahoma, AP projects

Longtime Rep. Tom Cole, R-Okla., has won his primary, The Associated Press projects, fending off a wealthy primary challenger who spent millions on the race. 

Cole defeated businessman Paul Bondar and three other challengers in Oklahoma’s deep-red 4th District. Cole is on track to win a majority of the vote and avoid a primary runoff. 

Cole, who chairs the powerful House Appropriations Committee, received a boost in the race from Trump. Cole recently told NBC News that Trump’s endorsement was “enormously helpful” as he faced the most competitive and expensive primary since he was first elected in 2002.  

Bondar loaned his campaign $5.1 million of his own money, launching ads that accused Cole of losing touch with his district and spending too much time in the nation’s capital. Bondar also said Cole was not sufficiently conservative, pointing to Cole’s support for government spending and aid to Ukraine. 

Cole and his allies blanketed the airwaves with ads accusing Bondar of actually being a Texan. Bondar owns property in Oklahoma, outside of the 4th District, but voted in Texas’ primaries in March. 

A super PAC backing Cole even launched a football-themed ad to make that case against Bondar, leveraging the bitter rivalry between the University of Oklahoma Sooners and the University of Texas Longhorns.

“I think in the end, it’s sort of like a bar fight,” Cole recently said of his primary. “If you’re in a bar fight, the guy with the most money doesn’t win; the guy with the most friends wins. And I’ve got a lot more friends than my opponent and I think that will show up on Tuesday.”

Trump whistleblower Eugene Vindman wins Democratic primary in Virginia's 7th District

Retired Army Col. Yevgeny “Eugene” Vindman has won the Democratic primary in Virginia’s 7th District, NBC News projects, giving the party a high-profile candidate with military experience and strong fundraising chops in a battleground race.

He hopes to hold the seat for the party in the fall after Democratic Rep. Abigail Spanberger, another strong fundraiser with a national security background, decided to run for governor in 2025. 

Vindman gained national notoriety during Trump’s first impeachment trial. Vindman and his brother raised concerns, from their perch on the National Security Council, about Trump’s phone conversation with the Ukrainian president in 2019.

Despite being a first-time candidate, he was far-and-away the best fundraiser in the race, and received a boost from outside groups on the airwaves as he ran against more experienced local politicians.

Polls close in Oklahoma

Polls have now closed in Oklahoma, where one powerful House Republican is facing his most competitive primary in more than 20 years.

Cole, a veteran lawmaker who leads the Appropriations Committee, is looking to win a majority of the primary vote and avoid being forced into an Aug. 27 runoff.

That's a possibility with multiple candidates on the primary ballot. Cole's chief opponent is businessman Paul Bondar, who has spent millions of his own money on the race.

Former Trump aide wins GOP primary runoff in Georgia’s 3rd District, AP projects

Brian Jack, Trump’s former White House political director, won the Republican primary runoff in Georgia's 3rd District, The Associated Press projects.

Jack defeated state Sen. Mike Dugan after no candidate reached the majority vote necessary to avoid a runoff in the initial May primary. Jack will be the heavy favorite to win the seat in November and replace retiring GOP Rep. Drew Ferguson.

NBC News projects that military veteran Missy Cotter Smasal has won the Democratic primary in Virginia's 2nd District. She will face GOP Rep. Jen Kiggans in what's expected to be a competitive general election matchup.

‘I love Milwaukee’: Trump denies blasting Wisconsin city

Former President Donald Trump today denied making disparaging remarks about Milwaukee, the city in battleground Wisconsin where Republicans are slated to hold their convention next month.

During an interview with NBC affiliate WTMJ in Milwaukee, Trump insisted he never called the city "horrible" during a closed-door meeting last week with Republicans on Capitol Hill.

"I didn't say it, they're liars," Trump told TMJ4 News.

Speaking at a campaign rally in Racine, Wis., later in the day, Trump said: "I love Milwaukee."

Trump took to Truth Social over the weekend to deny making the comments, calling the news reports "a complete lie."

Jan. 6 rioter loses House GOP primary runoff in Georgia, AP projects

A convicted Jan. 6 defendant from Georgia who served 20 days in prison for his actions during the attack on the U.S. Capitol lost a Republican primary runoff for a House seat in Georgia, The Associated Press projects.

Charles Hand III, or Chuck Hand, was defeated by former Trump administration official Wayne Johnson as they vied to face Democratic Rep. Sanford Bishop in the general election in the solidly blue district. The two candidates advanced to a runoff after neither won a majority of the vote in the initial May primary.

Hand walked out of a debate earlier this month with Johnson not long after a former candidate in the race, Michael Nixon, brought up the criminal history of his wife, who was his co-defendant in his Jan. 6 case.

Crowded primary fields in Virginia likely mean low win thresholds

What’s one thing to expect tonight? That the winner in the crowded Democratic primaries in Virginia’s 7th and 10th districts could finish with a relatively low share of the vote.

While Georgia is holding two GOP primary runoffs today because no candidate won the majority of the vote in the first round, Virginia has no runoff provisions in its primaries. Like most states, it practices what’s known as “first-past-the-post voting,” a fancy way to say: Whoever finishes with the most votes wins, no matter what. 

For example: In 2022, a divided field in the GOP primary for the 7th District meant that the winner there, Yesli Vega, finished with less than 29% of the vote

Primaries are generally low-turnout events, so a relatively small portion of the electorate will have a major impact on who makes it on the ballot in November.

In Virginia, the top race to watch is in the sprawling 5th District, where Good is facing a primary challenger backed by Trump and McCarthy. Tuesday's primaries will also set the matchups in the state's Senate race and a handful of competitive House contests.

Ad spending has topped $9 million in the Democratic primary in Virginia's 10th District

The most expensive primary on the ballot tonight, at least in terms of ad spending, is in Virginia’s 10th District. A crowded field of Democrats are looking to replace Rep. Jennifer Wexton, who is retiring for health reasons. 

More than half of the $9 million that’s been spent on the airwaves in this primary has been to boost state Del. Dan Helmer — almost $4.2 million from the cryptocurrency super PAC Protect Progress, $1.7 million from Helmer’s campaign and $1.4 million from VoteVets, according to the ad-tracking firm AdImpact. 

State Sen. Suhas Subramanyam, who is backed by Wexton, is the next largest spender on the airwaves at $700,000. 

The candidate with the most money doesn’t always win, but it can be a major advantage, especially in an expensive media market like Washington D.C., and when running in a crowded field. 

Trump punches back at Biden over 2017 tax cuts, vowing to make them 'permanent'

During today's rally in Racine, Trump criticized Democrats over plans to allow components of his 2017 tax cuts that benefit wealthier Americans to expire next year.

"We will make the Trump tax cuts permanent and reduce taxes even more for working families and small businesses," Trump claimed.

The comments come after the former president wrote in a Truth Social post earlier today that business executive and shareholder representatives who don't support him should be "fired for incompetence," touting his support for corporate tax cuts.

How the anti-McCarthy Republicans have fared so far

Good's primary might be McCarthy's best shot at defeating one of the eight House Republicans who voted to oust him late last year.

Here's where the "vacate eight," as Good dubbed them at a Friday campaign event, stand as of Tuesday.

Leaving Congress: Colorado Rep. Ken Buck resigned back in March and Montana Rep. Matt Rosendale is not running for re-election.

No primary challengers: Tennessee Rep. Tim Burchett and Arizona Rep. Andy Biggs did not draw primary challengers, so both will officially secure the GOP nominations in their primaries later this summer.

Won primary: South Carolina Rep. Nancy Mace defeated a McCarthy-backed challenger last week.

Primary fights to come: After Good's race on Tuesday, Arizona Rep. Eli Crane and Florida Rep. Matt Gaetz will be the next to face primary challengers. Crane is facing former Yavapai County Supervisor Jack Smith on July 30, while Gaetz is facing Navy veteran Aaron Dimmock on Aug. 20.

Good's primary divides the House GOP conference

It's pretty rare to sitting members of Congress endorse primary challengers looking to oust their own colleagues, but that's played out in Good's primary.

Ohio Rep. Warren Davidson, a member of Good's Freedom Caucus, endorsed McGuire over the weekend, an unusual splinter in the group.

McGuire has also won support from a range of House Republicans, from Georgia's Marjorie Taylor Greene to Nebraska's Don Bacon.

Oklahoma GOP Sen. Markwayne Mullin, Wisconsin Rep. Derrick Van Orden, Georgia Rep. Austin Scott and Montana Rep. Ryan Zinke have donated to McGuire through their own campaigns or leadership PACs, along with Greene and Bacon.

Good boasts support on his campaign website from three Republican senators, including Kentucky's Rand Paul, Utah's Mike Lee and Florida's Rick Scott, as well as 15 members of of the House, including several members of the Freedom Caucus.

Three of Good's House colleagues — Texas' Chip Roy, Georgia' Andrew Clyde and Arizona's Andy Biggs — joined Good on the campaign trail on Friday.

Trump rips Biden's immigration executive action as 'lawless'

Trump harshly criticized Biden's executive action to shield undocumented spouses of U.S. citizens from deportation, calling it "lawless" and "unconstitutional amnesty."

The former president said Biden "is sending a message to the world that he rewards illegal entry" during a rally in Racine, Wisconsin.

Virginia's 2nd District provides a classic GOP establishment vs. insurgent battle

The establishment v. insurgent dynamic in the GOP primary in Virginia's 2nd District is worth keeping an eye on.

Two special forces veterans — former Green Beret Derrick Anderson and former Navy SEAL Cameron Hamilton — are squaring off for the Republican nomination. Anderson is backed by Speaker Mike Johnson, as well as by groups with ties to McCarthy and GOP megadonors.

Hamilton is supported by a super PAC affiliated with Kentucky GOP Sen. Rand Paul, a key figure in the anti-establishment wing of the GOP, and other like-minded Republicans. 

It’s a dynamic that used to dominate in Republican primaries, but a one that’s gotten messier in recent years with Trump’s influence at times creating strange bedfellows. But since Trump hasn’t weighed in here, we’re seeing a purer distillation of these battle lines. 

New Biden policy shields undocumented spouses of U.S. citizens from deportation

Biden is taking executive action to protect undocumented spouses of American citizens — a move that would shield about 500,000 immigrants from deportation.

The White House announced the election-year policy Tuesday, framing it as “new action to keep families together.”

The new policy will allow non-citizens who have been in the country for at least 10 years and are married to a U.S. citizen, and their children, to apply for permanent residence without leaving the country.

During a ceremony at the White House, Biden called the steps as a “common-sense fix” to a system that is “cumbersome, risky and separates families.”

He said the order would go into effect this summer and stressed that it would not benefit people who recently came into the country. Instead, it would help people who are “paying taxes and contributing to our country” and their family members.

Republicans to pick candidate to take on Sen. Tim Kaine

A long list of Republicans are lining up to take on Democratic Sen. Tim Kaine in November, including the Trump-endorsed Hung Cao, a Navy veteran who is focusing much of his campaign on the topic of border security.

"What is happening at our southern border with Mexico is an invasion,” Cao writes on his campaign website. “As Senator, I will stop it. We will build the wall, we will secure the border through advanced technology, we will support the Border Patrol and border states, and we will repel this invasion.”

Whoever wins the GOP primary for Senate in Virginia will have an uphill battle this November. The last Republican to hold a US Senate seat in Virginia was the late John Warner — who was last re-elected 22 years ago.

Republican Gov. Glenn Youngkin, who recently met with Trump in northern Virginia, is staying out of his party’s primaries — avoiding any statewide endorsements until the nominees are known.

Trump has been involved in a handful of today's primaries to varying degrees. Here’s a quick look at the candidates he’s backing.

Georgia's 3rd District: Brian Jack, Trump’s former White House political director.

Virginia Senate: Hung Cao, a military veteran who unsuccessfully ran for Congress in 2022.

Virginia's 5th District: John McGuire, a state senator who's challenging Rep. Good.

Virginia’s 1st District: Rep. Rob Wittman.

Virginia's 2nd District: Rep. Jen Kiggans.

Virginia's 6th District: Rep. Ben Cline.

Virginia's 9th District: Rep. Morgan Griffith.

Only one incumbent has lost a primary so far this year

Why is this primary night different from others? Because two incumbents are at risk of going down. 

Only one sitting member of Congress has lost a bid for renomination so far this cycle — and it was a very unique situation. Alabama Republican Rep. Jerry Carl lost an incumbent-on-incumbent primary to Rep. Barry Moore in March after congressional lines were jumbled due to court-ordered redistricting. 

So far, every other incumbent has survived, which is one reason why all eyes are on Good and Cole tonight.

Trump whistleblower Eugene Vindman running in crowded Virginia House primary

It’s all about money and name recognition in one of the closest-watched House races today in Virginia. In the 7th Congressional District, former National Security Counsel deputy legal adviser Eugene Vindman is running in the Democratic primary to replace sitting Rep. Abigail Spanberger, who is vying to be Virginia’s next governor.

Vindman gained notoriety back in 2019, when his brother, retired Lt. Col. Alexander Vindman, testified during Trump's first impeachment hearings about the president’s dealings with Ukraine. He and his brother earned the praise of many in Democratic circles after the two served as whistleblowers, and subsequently ended up losing their jobs.

Vindman has greatly outraised his six Democratic opponents, some of whom have served in local government roles, with $4.5 million more in the bank than his closest opponent, according to the Virginia Public Access Project.

On the Republican side, you have another example of the proxy fight between the House Freedom Caucus and Republican leadership. Navy veteran Cameron Hamilton, supported by the likes of Reps. Eli Crane and Cory Mills, is up against Derrick Anderson, an Army veteran who has the backing of Speaker Mike Johnson, House Republican Conference chair Elise Stefanik, House Majority Whip Tom Emmer and Rep. Derrick Van Orden.

The results of the Republican primary will provide a good glimpse into the power of the GOP establishment heading into what's expected to be a competitive November election in the 7th District.

Former Trump aide, Jan. 6 rioter face runoffs in Georgia

There are two GOP primary runoffs today for House seats in Georgia, where candidates fell short of winning majorities of the votes in the May primaries. 

In the 2nd District, former Trump administrational official Wayne Johnson and Chuck Hand, who pleaded guilty to a misdemeanor offense in connection with the attack on Jan. 6, 2021, are competing head to head. The Republican nominee will face an uphill climb against Democratic Rep. Sanford Bishop in the fall.

In the conservative 3rd District, Trump’s endorsement will be put to the test as his former White House political director, Brian Jack, faces state Sen. Mike Dugan in a primary runoff. The winner will be favored to win in November to replace retiring Rep. Drew Ferguson.

Rep. Tom Cole is facing a primary challenger from the right in Oklahoma as GOP incumbents across the country have seen their margins of victory shrink in recent years. 

It’s the most competitive primary Cole, the chair of the powerful House Appropriations Committee, has faced since he was first elected in 2002. And it’s been a bitter contest — almost as bitter as the storied rivalry between the University of Oklahoma Sooners and the University of Texas Longhorns, which has become a subplot in the race. 

The congressman’s chief primary opponent, businessman Paul Bondar, has spent more than $5.1 million of his own money on the race. But Bondar has faced a potentially damning accusation in Sooner country: that he’s actually a Texan.

“It’s not good to move into a place to run for Congress when you’ve never lived in it, but if you’re coming from Texas into Oklahoma, that probably adds an extra dimension,” Cole, a lifelong Oklahoman and member of the Chickasaw Nation, told NBC News last Thursday.

Trump, McCarthy line up to oppose Freedom Caucus chair

For Rep. Bob Good, today's primary is about much more than the next member of Congress representing Virginia’s 5th District. 

“The nation is watching,” the Virginia Republican told a few dozen supporters gathered outside the historic county courthouse on a muggy Friday evening. He warned that this race is about the “D.C. establishment swamp who wants to buy your seat.”

Good, who chairs the hard-right House Freedom Caucus, told his supporters that he is former Speaker Kevin McCarthy’s top target, as McCarthy looks to take down the small group of Republicans who ousted him late last year. McCarthy’s first effort fell short last week when Rep. Nancy Mace of South Carolina won her primary

But McCarthy is just one player lined up against Good in a race that could see him become the first member of Congress to lose to a primary challenger this year. There’s also the most important endorsement in Republican politics working against him: former President Donald Trump.

Trump endorsed Good’s opponent, state Sen. John McGuire, a former Navy SEAL and “Stop the Steal” rally participant, late last month. The former president made a veiled reference to Good endorsing Florida Gov. Ron DeSantis in the presidential primary, writing on social media that Good “was constantly attacking and fighting me until recently.”
